SUBJECT: West Avenue Bridge Project Development and Environment (PD &E) Public Meeting
The purpose of this Letter to the Commission (LTC) is to inform the Mayor and City Commission that
the West Avenue Bridge Project Development and Environment (PD &E) Study is underway and that a r
kick -off meeting for the public has been scheduled for Tuesday, September 13, 2011 from 6 p.m. to 8
p.m. at the Miami Beach Golf Club, located at 2301 Alton Road, Miami Beach, 33140.
As you may know, this study will consider the construction of a new low -level bridge over the Collins
Canal, from 17th Street on the south to Dade Boulevard on the north, providing a direct connection .
between the Lincoln West and Sunset Harbor neighborhoods (Attachment 1). By providing an alternate
route, this new connection would improve transit, bicycle and pedestrian mobility, improve safety and
potentially alleviate some of the traffic congestion along Alton Road. The following ,goals have been
defined for this study: .
• Improve multi modal transportation connectivity across the Collins Canal and offer an alternative
to driving on,Alton Road
• Support economic development in the. Lincoln West'and Sunset Harbor neighborhoods and
vicinity
• Enhance transit, pedestrian and bicycle use and safety across th.e Collins Canal and Dade
Boulevard
During the study, bridge widths of two, three, .or four lanes with sidewalks and a bike lane will be
considered. A no- build alternative will also be evaluated, in which no bridge is constructed and only
minor improvements to traffic signals, pavement marking, signing, and low -cost changes to the streets
and sidewalks in the area are made.
Public Involvement is a significant portion-of the study. A Public Involvement Program (PIP) has been
created to generate public participation. The overall goal of the PIP is to help ensure that the study
reflects the values and needs of the community. ,Outreach activities include a series of newsletters that
will be mailed to residents, a dedicated project website ( www .westavenuebridgeproject.com), media
outreach, paid advertisements and a series of public meetings small group presentations
(Attachment 2).
The purpose of the public kick -off meeting scheduled for September 13, 2011 is to introduce the,
to the public, and to allow the interested public an opportunity to share their views. The informal,
meeting will include a brief presentation of the project followed by a question and answer period. Local
elected officials, appointed officials, property owners, business owners and residents will receive a
letter of invitation. Attached for your information is the display advertisement that will run in the Miami
Herald in advance of the meeting.

Once alternative bridge concepts have been developed City staff will be scheduling briefings with each
of you to review in detail the design alternatives and the public input received.
