SUBJECT: BAL HARBOUR /SURFSIDE NEW SEWER FORCE MAIN PROJECT
This Letter to Commission is to provide information about a project that will install a new 16 -inch
sewer force main (pipeline .transporting sewer under pressure) on Collins Avenue from 96
Street in the Bal Harbour. Village, through the Town of Surfside, and ending in the City.of Miami
Beach at, the 72 Street parking lot. Currently, the sewer from Bal Harbour and Surfside is
transported to the Miami Beach sewer system via a 1946 vintage force main that traverses
through "the Collins Court alleys_ in North Beach between Collins Avenue and Harding Avenue.
t ; There is no redundant force main; therefore, in case of a break, there is no ability to redirect the
flow to another parallel force main. Repairing a force main break in the narrow alleyways would
be extremely difficult and a major break would potentially impact the structural integrity of
buildings contiguous to the alleyways. Because of these concerns, City staff requested the
relocation of the force main to Collins Avenue and the final °connection point moved from 76
Street and Collins Avenue to the 72 n Street parking, lot; - therefore, eliminating the entire force
main through the alleys.
Scope of Work: installation of a new 1&-inch force main along Collins Avenue from 96 Street
to the 7 2 n Street parking lot. The new force main will be installed via a Horizontal Directional
Drilling (HDD) construction 'method, not the standard open trench construction method. Under
the HDD process a direction:. drill. machine will drill a.pilot hole from an ,angle entry point on the
street to an exit point, at the exit point the end of the pilot hole pipe is attached to a reamer. The
reamers is pulled back while rotating the drill pipe with as many passes as required to open up
the` correct diameter of. hole to allow the new sewer pipe to be pulled through the hole.
Throughout this process, bore fluid which is normally a mixture of bentonite clay and water is
being, continually pumped.. This process will install approximately 1,000 feet of fused pipe at a
, time.
Funding: the entire project at a cost of $4.2 million is being funded, by Bal Harbour and
Surfside.
Schedule: the. project has. already started in Surfside, with construction work projected to start
in Miami Beach in September and to be completed on or before December 1, 2011. .
Public Outreach: there was ,a general public meeting held in Surfside on August 3, 2011.
Specific public outreach meetings for Miami Beach are scheduled for Stella Maris. residents on
Tuesday, August 23, 2011 at 2:00 p.m. and a general meeting at the North' Shore Youth Center
on the same day at 6:00 p.m. The Public Notice Meeting flyer is attached.

After two meetings with City staff, the City Managers of Bal Harbour. and Surfside agreed to and
entered into a Letter of Understanding that addresses: restrictions for staging and pre-
fabrication areas in front of the North Shore Open Space Park, lane closures, tie -ins and
restoration work; minimization of construction impact to the North Beach business area between
75 Street and 72 Street, including curbside parking; coordinated public outreach and
community involvement plan; contractor option to lease a parcel of vacant land owned by the
CMB or its agency for use as equipment/vehicle parking (the contractor elected to lease a
vacant lot in Surfside); and a commitment'to complete all pipeline, work within Collins Avenue by
or before December 1, 2011 in order to minimize impacts to the North Beach business
community during- the tourist and holiday season. Incidental tie -in and restoration work may
continue in areas off Collins Avenue, such as the municipal parking lot at 72nd Street, beyond
December 1 St
