Kravitz, Chairperson Present Judge Peter Lopez Present /0 // v ,2-e,,` Robert Parcher, City of Miami Beach City Clerk Present / Ms. Deborah Turner, Special Counsel Present Liliam Hatfield, OAV, City Clerk's Office Present AFTERACTION 1) Welcome 2) Call the meeting to order ACTION: Meeting called to order at 8:32 a.m. 3) Select Chair ACTION: Judge Shelley Kravitz was selected as Chair of the Board by acclamation. 4) Review Canvassing Board Schedule ACTION: Canvassing Board Schedule reviewed. 5) Establish criteria for acceptance of absentee ballots and designate Canvassing Board member to act on behalf of the Board, if necessary. ACTION: Heard in conjunction with No. 7. Judge Kravitz suggested amending the schedule to include November 15, 2011 if a Run -Off Election occurs. Judge Kravitz will attend the Canvassing Board meeting on November 4, 2011 at 2:00 p.m., and Judge Lopez will attend the meeting on November 18, 2011 at 10:00 a.m., if a Run -Off Election is necessary. City Clerk Bob Parcher will be in attendance at all meetings. Canvassing Board Certificate amended and signed by members of the Board. 6) Review State Rule IS -2.027 Standards for Determining Voter's Choice on a ballot. ACTION: State rules reviewed. 7) Schedule Canvassing Board meeting, if a Run -Off Election is required. ACTION: See comments with No. 5. 8) Open the meeting for public comment. ACTION: No members of the public attended the meeting. 9) Adjourn the meeting. Kravitz, Judge Peter Lopez, and Miami Beach City Clerk Robert Parcher, constituting the Miami Beach Canvassing Board for the November 1, 2011 General Election, do hereby certify that we met in the Mayor's Conference Room, Fourth Floor, 1700 Convention Center Drive, on Wednesday, the 12 day of October, 2011, and proceeded to publicly establish the criteria for determining acceptance of absentee ballot certificate envelopes received for the General Election to be held in said City on the 1 day of November, 2011 We determined that absentee ballots would be accepted as legal when the certificate envelopes contain the following: / i Absentee Ballot Envelope Criteria / /- X ztr 1. Voter's signature. 2. A "mailed" ballot is considered sufficient if delivered timely by United States Postal Service via mail, Federal Express delivery or United Parcel Service- -other forms of delivery to be reviewed for sufficiency by the Canvassing Board on a case by case basis. We further determined that any absentee ballot in a certificate envelope containing a deficiency not otherwise reviewed by the Miami -Dade County Elections Department shall be reviewed and determined to be either valid or invalid by the Miami Beach Canvassing Board at 4:00 p.m. on Tuesday, November 1, 2011, ' the office of the Miami -Dade County Supervisor of Elections, 2700 NW 87 Avenue, Miami, Flori L. 5,9- pi4_, k We further determined that in the event a recount of the votes cast is required, said recount is hereby authorized.
