SUBJECT: 2011 -12 New Athletic Program Lottery Registration
The purpose of this Letter To Commission is to inform you of a new athletic registration lottery
procedure being implemented by the Parks and Recreation 'Department.
In an effort to improve the customer's experience when registering for our most popular athletic
programs, we will be implementing a lottery system for high demand youth programs (those
programs.where registrations exceed the number of program slots available, such as select age
groups in basketball program). This new lottery system will eliminate the need for people to line
up in the early morning hours or take time off from work to register their children; parents will have
sufficient time to drop off their lottery entry for a particular athletic program at any time convenient for
them prior to the deadline for the lottery. Lottery drop off for Miami Beach residents will begin
December 27, 201.1 through January 5, 2012.
To ensure easy access, there are four locations where parents can pick up /fill out a lottery entry
form. The locations and drop off times are as follows:
Day Times
21 S Street Recreation Center Mon. - Fri. 8 am - 6:00 prn .
Flamingo Park (PAL) Mon. - Fri. 8 am - 6:00 pm
Scott Rakow Youth Center Mon. - Fri. 8:30 am - 8:30 pm
Sat. &-Sun. 9:30 am - 4 :30 pm
North Shore Park Youth Center Mon. Sat.: 8:30 am 8:30 pm
Sun. 11:30 am - 7:00 , pm
The lottery drawing will be held only for those programs where the number of applications received
exceeds.the number of slots available;.in programs where the number of-available slots exceeds the
number of applications, no lottery will be required and all applicants will be registered. The lottery will
- be held (and filmed) "at our City Hail Commission Chambers on January 6, 2012 at 6:00 pm. AIL
names will be drawn and placed on a master list in the order they were drawn. Any applicant not
selected for program slot will be placed on a waiting list according to the order of their drawing.
Parents are invited to attend the lottery drawing, and lottery attendance is not required. Parents will
be notified beginning January 9, 201.2 of the results of the lottery. All applicants selected for a slot
must complete the registration before January 11, 2012. Any slots that become "available after
January 11, 2012 will be offered to applicants on the waiting list based on their waiting list order.
Available spots will be given to employees and non- residents on a first come, first service basis
starting .January 12, 2012. Attached for your information is a sample of the lottery application form
and instructions, both in English and Spanish.
We do not anticipate conducting a lottery for the summer day camp programs, but we will begin our
summer registration on March 5, 2012. This will give our residents three (3) months to register. The
Department will analyze the results of this lottery process. We anticipate that, based on prior
experience, a lottery will likely only be required for a select few number of programs.
