Gonzalez, City Manager c.' au-, DATE: January 3, 2011 ( I SUBJECT Construction Commencement for Sunset Islands I & II Right of Way Improvement Project The purpose of this Letter to Commission (LTC) is to inform you that on December 12, 2011, the second Notice to Proceed (NTP 2) was issued to David Mancini & Sons, Inc. (DMSI), the contractor hired to complete the Sunset Islands I & II Right of Way Improvement Project. Construction is scheduled to commence the week of January 9, 2012. The project is expected to be completed in approximately 13 months. The scope of work is as follows: • Water Main Improvements ® Outfall Repair • Storm Drainage Improvements • Roadway Reconstruction The preliminary schedule submitted by DMSI indicates that the contractor will first install all underground infrastructure and then proceed with streetscape improvements The project will be conducted in phases in order to minimize disruption to the neighborhood due to the construction activities. The construction will be phased in such a manner that there will be simultaneous work zones in both islands. The contractor will install water mains, upgrade drainage and outfalls, and complete the restoration of above ground elements. See attached fact sheet. CIP Staff continues to maintain contact with the Sunset I & II Homeowners Association. Prior to work commencing, the contractor's Public Information Officer (PIO) distributed information door to door throughout the project limits that detailed the scope of work and schedules. In addition, encroachment notices were distributed during the month of November. The PIO shall coordinate all aspects of communication with CIP's Public Information staff, including weekly updates and construction alerts throughout the course of the project. The PIO has a constant presence in the neighborhood and is the point of contact for all resident concerns and input. The project is scheduled to be completed by February 2013. JMG/DB /DM/MH Sunset Islands I and II NEIGHBORHOOD IMPROVEMENTS FACT SHEET Construction begins: January 2012 Project Overview In January 2012, the City of Miami Beach Office of Capital Improvement Projects will begin a Right of Way Improvement Project in Sunset Islands I and II. Project boundaries are : Sunset Islands I N. View Drive Regatta Avenue W. 28 Street Lucerne Avenue Lake Avenue Sunset Drive Sunset Islands II W. 27 Street Lucerne Avenue W. 25 Street Sunset Drive Lake Avenue Shelter Avenue Regatta Avenue W. Bay Avenue The intent of this project is to improve the neighborhood by: • Replacing the existing water main system • Upgrading the service connections from the water main to the residential meters • Improving the existing storm water drainage system and adding additional storm water piping and structures • Installing valley gutters • Reconstructing the roadway This project is anticipated to be completed in approximately 13 months from the construction start date. Please note that inclement weather and/or unforeseen conditions could impact this schedule. Traffic Flow There will be temporary road and lane closures in order to perform this work safely; however, access will be maintained for local traffic and emergency vehicles. Pedestrian access, as well as access to driveways, will be maintained. If there is a need to work in front of a particular driveway, construction will be coordinated with that homeowner on an as needed basis. Construction work and road closures will occur during daytime hours, from 8 a.m. to 6 p.m., Monday through Friday. Restoration of the work area will occur at the end of each workday. Any extended work hours, weekends and/or holidays are subject to City approval and HOA notification.
