Gonzalez, City Manager DATE: February 3, 2012 �r SUBJECT: Flamingo Park Neighborhood Traffic Study The purpose of this Letter to Commission is to inform you of the status of the ongoing traffic study for the Flamingo Park neighborhood. In early 2011, at the behest of the Flamingo Park Neighborhood Association, the City requested that the County conduct a comprehensive traffic study to determine whether traffic calming /traffic safety measures are warranted in the Flamingo Park neighborhood, the area bound by 5 Street on the south, 16 Street on the north, Alton Road on the west, and Washington Avenue on the east. (Attachment) In response to the City's request, the Miami -Dade County Public Works and Waste Management Department ( MDCPWWM) initiated a 2 -phase study to evaluate existing traffic controls and pedestrian safety in the Flamingo Park area. Phase 1 consisted of eleven (11) intersections in the Flamingo Park area north of 11 Street and Phase 2 consists of ten (10) intersections in the area south of 11 Street. The County recently completed the Phase 1 analysis and determined that of the 11 locations evaluated, five (5) intersections met warrants for multi -way stop control. As such, the recommended all -way stop controls have been installed at the following five (5) locations: 1. Lennox Avenue and 13 Street 2. Euclid Avenue and 13 Street 3. Pennsylvania Avenue and 13 Street 4. Michigan Avenue and 13 Street 5. Lennox Avenue and 14 Street The City is currently providing assistance to MDCPWWM through the design and construction of pedestrian curb ramps at locations where these facilities do not exist: Lennox Avenue /13 Street, Michigan Avenue /13 Street, and Lennox Avenue /14 Street. Once these curb ramps are constructed, the County will install the crosswalks and finalize the pavement markings at these intersections. The intersections of Euclid Avenue /13 Street and Pennsylvania Avenue /13 Street have existing pedestrian curb ramps. MDCPWWM is currently in the process of evaluating traffic conditions and physical characteristics of the ten (10) locations comprising Phase 2 (south of 11 Street). Although the analysis is ongoing, the County has advised that it has been determined that the intersections of Meridian Avenue /7 Street and Meridian Avenue /g Street warrant multi -way stop controls at this time. These controls will be installed by MDCPWWM in approximately four (4) weeks. Subsequently, the City Public Works Department will construct pedestrian curb ramps at these LTC - Flamingo Park Neighborhood Traffic Study January 31, 2012 Page 2 of 2 two locations. Further, MDCPWWM is currently studying the remaining eight (8) locations within the Flamingo Park Neighborhood for multi -way stop controls with results expected by the end of February 2012. These locations include: 1. Pennsylvania Avenue and 10 Street 2. Euclid Avenue and 9 1h Street 3. Jefferson Avenue and 9 th Street 4. Jefferson Avenue and 6 th Street 5. Michigan Avenue and 9 th Street 6. Lenox Avenue and 9 th Street 7. Michigan Avenue and 6 th Street 8. Michigan Avenue and 8 th Street In an effort to assist the County and expedite the data collection process, the City Public Works Department has agreed to collect data for the first four (4) intersections above and MDCPWWM will collect the data for the remaining four (4) intersections above. Subsequently, the County will process and evaluate all data collected and make recommendations as appropriate. The City Public Works Department will continue to apprise the City Commission of the County's progress and will advise the Commission of the County's findings and recommendations once the analysis has been completed.
