SUBJECT: Update on RFP for Public /Private Development of North Lincoln Lane
parking lots and RFQ for Public /Private Development of the Miami Beach
Convention Center District
The purpose of this Letter to Commission is to provide you with an update on these two
important economic development initiatives. Earlier this month, we reported that the
Parking Lots RFP and the Convention Center RFQ were both issued.
On February 9, 2012, staff held the Pre - Proposal Conference for the Parking Lots RFP
at City Hall with nearly 50 people in attendance. On February 16, 2012, we issued the
First Addendum addressing questions asked at the Pre - Proposal Conference that
required further clarification regarding submittal documents and zoning.
On February 27, 2012, staff and Strategic Advisory Group, our consultant, held the Pre -
Qualifications Conference for Phase 1 of the Convention Center District RFQ. We are
very encouraged by what appears to be significant interest in this project, evidenced by
the attendance of almost 150 people at the conference, which was held at the
Convention Center. We anticipate issuing an Addendum to clarify some points related to
work that will be required as part of Phase 2 of the RFQ, namely additional details on the
Traffic Impact Analysis and on the Zoning process.
The deadline for developers to submit development proposals for the Parking Lots RFP,
as well as for master developer qualifications packages to be submitted in response to
Phase 1 of the Convention Center District RFQ is Friday, March 23, 2012 at 3:00pm.
We will continue to provide status updates on both projects as we move along in the
