A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER TO
SUBMIT AN APPLICATION FOR DESIGNATION BY THE EAST COAST
GREENWAY ALLIANCE (ECGA) OF THE BEACHWALK AND CUTWALK
SECTIONS OF THE ATLANTIC GREENWAY NETWORK (AGN) AS PART
OF THE EAST COAST GREENWAY (ECG) TRAIL SYSTEM, EXTENDING
FROM KEY WEST TO THE MAINE/CANADA BORDER.
WHEREAS, in 2007, the Mayor and City Commission adopted Resolution No. 2007-
26695, approving the Atlantic Greenway Network (AGN) Master Plan, to create a safer
environment for pedestrians and bicyclists in the City; and
WHEREAS, the AGN consists of various facilities within the City, including beachwalks,
baywalks, cutwalks, and bicycle facilities; and
WHEREAS, the City has been contacted by the East Coast Greenway Alliance (ECGA)
for official designation of the beachwalk and cutwalk segments of the AGN system as part of the
East Coast Greenway (ECG) national trail system; and
WHEREAS, the ECG is a long-distance urban trail project, extending 2,900 miles from
Key West to the Maine/Canada border; and
WHEREAS, the Administration believes that this designation will serve to promite the
AGN, and the efforts of the City to promote alternative forms of transportation.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby
approve and authorize the City Manager to submit an application for designation by the East
Coast Greenway Alliance (ECGA) of the beachwalk and cutwalk sections of the Atlantic
Greenway Network (AGN) as part of the East Coast Greenway (ECG) trail system, extending
from Key West to the Maine/Canada border.

BACKGROUND
In 2007, the Miami Beach City Commission adopted the Atlantic Greenway Network(AGN) master
plan to create a safer environment for pedestrians and bicyclists. The AGN master plan proposed a
comprehensive network of pedestrian and bicycle facilities that provides direct access to important
destinations within the City, linking residential neighborhoods, commercial centers, and parks.The
Beachwalk, Baywalk, and Cutwalk corridors, as well as trails and pedestrian paths located within
City parks, are a major component of the AGN system, facilitating the use of alternative and
sustainable forms of transportation throughout the City, while offering potential connections with
neighboring communities.
The East Coast Greenway Alliance (ECGA) is based in Durham, North Carolina. The Alliance
promotes a vision for connecting local trails into a continuous route; provides strategic assistance for
states, counties, and municipalities that build local trail sections; officially designates trails as part of
the ECG trail system; posts signage; and makes maps and guides to facilitate use of the Greenway.
The ECGA does not own any of the Greenway trail system, but plays a vital role in ensuring its
continuity and monitoring trail conditions to ensure consistency in trail quality. ECGA supports local
trail agencies in securing the funds to maintain their trails.
The ECGA has recently approached the City with an interest to designate the Beachwalk and
Cutwalk segment of the AGN system, as part of the ECG national trail system. The ECG is the
nation's most ambitious long-distance urban trail project, extending 2,900 miles from Key West to
the Maine/Canada border. The Greenway links Calais, Maine at the Canadian border with Key
West, Florida. Alternate routes add another 2,000 miles to the ECG trail system. The East Coast
Greenway is essentially a linear park spanning the Atlantic Seaboard, located entirely in public right-
of-way, incorporating waterfront esplanades, park paths, abandoned railroad corridors, canal

towpaths, and pathways along highway corridors,while connecting cities,towns, and country sides.
Presently, the ECG is 26% on trails, with the remainder on carefully-selected on-road routes. By
connecting existing and planned shared-use trails, a continuous, traffic-free route is being formed,
serving self-powered users of all abilities and ages.
ANALYSIS
Pursuant to the ECGA's interest in designating the AGN as part of the ECG trail system, City staff
has been in contact with the ECGA Trail Program Coordinator who has provided guidance and
assistance with the designation process. A sample East Coast Greenway Trail Designation
Application is attached herein. If the City Commission directs the City Manager to proceed with the
designation process, the City's submittal is anticipated to include an application form, a letter of
endorsement from the City Manager, a resolution of endorsement from the Miami Beach City
Commission, and an ECG Trail Marker Order form required for the purchase of an estimated eight
(8) trail marker signs. A completed application and all supporting material will be submitted by the
City for review by the ECGA at one of its two scheduled meetings this year.
The next scheduled ECGA meeting will occur in Portland, Maine on May 19, 2012 and a subsequent
meeting will be occurring in Virginia in November 2012. The official designation of the AGN as part
of the ECG trail system will be announced at one of these two meetings of the ECGA.
Once the designation becomes official, to demarcate the limits of the designated portions of the
AGN, the City will purchase an estimated eight (8) trail marker signs. The trail markers will be
installed at the following strategic locations along the AGN corridor: 87th Street, 64th Street, 23rd
Street, and South Pointe Drive. Signs would be located in both directions to inform users traveling
northbound and southbound along the AGN of the official national designation. It is important to
note that the designation would include existing as well as future segments of the Beachwalk,
Baywalk, and Cutwalk.
Staff believes that this designation will serve to publicize the AGN and the efforts of the City to
promote alternative forms of transportation
CONCLUSION
The Administration recommends that the Mayor and City Commission authorize the City Manager to
direct City staff to complete an Application for Designation of the AGN as part of the ECG trail
system and that said application be submitted to the East Coast Greenway Alliance (ECGA) for a
potential designation at either the May 2012 or November 2012 meeting of the EGCA. Once the
application for designation of the AGN as part of the ECG trail system is officially endorsed by the
ECGA and the designation becomes official,the City Manager will advise the City Commission as to
the ECGA's decision.

holes, dangerous intersections, tree root exposure, etc.
■ a hard copy map clearly marked to show the north and south ends of the trail section
proposed for designation; the completed trail section and any future phases; and
marked with any other relevant information requested within the application
