SUBJECT: Evaluation Committee Relative to Request for Proposals (RFP) No. 55- 11/12, for
License Plate Recognition Parking Enforcement.
The purpose of this LTC is to update the Mayor and City Commission on the Request for Proposals
(RFP) No. 55- 11/12, for the above project. I am considering appointing the following individuals to
serve on the Evaluation Committee:
• Robert Biles, Applications Systems Manager, Information Technology Department
• Mark Spencer, Parking Operations Manager, Parking Department
• Hernan Cardeno, Division Commander, Code Compliance
• Jo Asmundsson, Miami Beach Resident
• Alexandra Argudin, Chief Operations Officer, Miami Parking Authority
Alternates
In the event that the appointed committee members cannot attend any scheduled meeting and /or
are found to have a conflict of interest, I am considering the following alternates:
• Nelson Martinez, Systems Support Manager, Information Technology Department
• Humberto Escandon, Enforcement Manager, Miami Parking Authority
