Brooks, Interim City Manager, r DATE: September 26, 2012 SUBJECT: THE EUCLID AVENUE STREET END PROJECT UPDATE The purpose of this LTC is to provide the City Commission with a status update of the proposed Euclid Avenue Street End project. Road is a dead-end street that is current) primarily Euclid Avenue at Lincoln y p y used for deliveries and back-of-house activities for the adjacent restaurant on the West side of the street (see Attachment). Mr. Mel Schlesser, owner of 670 Lincoln Road (the building located on the East side of the street) is proposing to enter into an agreement with the City to close Euclid Avenue to pedestrian-only traffic between Lincoln Road and Lincoln Lane South. In addition, cafe tables and chairs would be prohibited in this new improved area. The project would extend the pedestrian corridor, allowing people to enjoy Lincoln Road without having to sit at an outdoor seating area of a cafe or restaurant. Also, the project will enhance and beautify the entrance to Lincoln Road from Euclid Avenue, as well as serve as an attractive connector to the Flamingo Park neighborhood. Mr. Schlesser proposes to pay for the soft costs and provide the construction management for the project, while the City would be responsible for the hard costs for the necessary improvements. As part of preliminary work for the project, the Administration convened Mr. Schlesser and various City departments (including Planning, CIP, Public Works, Parks & Recreation, and Parking) to work through related issues. The hard costs for the project are estimated at $416,820. This is the amount included in the proposed Capital Projects budget to be funded by the City Center RDA. At the July 10, 2012 Finance and Citywide Projects Committee meeting (continued from the July 9 FCWPC Meeting), the Administration presented the Euclid Avenue Improvements Project as part of the 2012-2013 Capital Projects Discussion. The Committee recommended that the project be included in the budget as a placeholder and referred the item to the Land Use & Development Committee for further discussion. Meanwhile, the Administration reached out to the immediate neighborhood. Mr. Schlesser and Staff presented the proposed project to the Flamingo Park Neighborhood Association (FPNA) at their monthly meeting; on September 5, 2012. Some of the comments made by the association members for further consideration include opening up the entrance.more by perhaps moving some of the sidewalk cafe tables and chairs currently occupying the width of Euclid Avenue, and relocating them to the outer edge of the street, as well as review of the design and landscaping plan to better integrate with Lincoln Road. The group unanimously supported the proposed project. The Administration presented the project to the Land Use and Development Committee at its September 19, 2012 meeting. Community members spoke in support of the project, and also made suggestions for relocating some of the sidewalk tables and chairs that would block a direct path from Euclid Avenue into Lincoln Road if the tables and chairs" remained at their current location. The Committee requested the Administration to provide an analysis of how I Euclid Avenue Street End project Page 2 other projects that are currently scheduled for future funding may be affected if the proposed Euclid Avenue Street End project is not funded this FY 2012/13. The potential funding source for the Euclid Avenue project is City Center Redevelopment District funds (City Center RDA). Attachment 2 is an excerpt from the Proposed 2012/13 — 2016/17 Capital Improvement Plan and FY 2012/13 Capital Budget showing projects funded or proposed to be funded from City Center RDA funds. Funding shown for projects in the "Prior Years" column has been appropriated by the Mayor and Commission in past years. Project recommended to be funded in this upcoming fiscal year are shown in the 2012/13 column, including the project "Reserve — Euclid Avenue Improvements at Lincoln Road." The total City Center RDA proposed funding for FY 2012/13 is $14.9 million. The programmed funding for FY 2013/14 and FY 2014/15 is $16.4 million and $13.9 million respectively. Listed projects programmed funding declines to $10.2 million in FY 2015/16 and $0 in FY 2016/17. Projects reflected in the "Future" column, but not yet programmed for funding include Convention Center Lincoln Road Connectors, 17th Street Garage East Facade Retail, 17th Street North Improvements Pennsylvania Avenue to Washington Avenue, and Preferred Lot Parking Garage, the vast majority of which may be affected by the Convention Center development. The change in property values in the City Center RDA will determine actual funding available. However, since the Bass Museum Interior Expansion is programmed to be funded between FY 2013/14 and FY 2014/15, there is flexibility in meeting programmed funding needs in those years. I have attached a map, photos of current conditions of the street end, a preliminary conceptual plan for the proposed improvements, and an analysis of unfunded projects with estimated funding schedules.
