SUBJECT: Middle Beach Recreational Corridor - Phase 1
The purpose of this Letter to Commission is to inform you that on Monday, October 8, 2012,
Phase 1 of the Middle Beach Recreational Corridor Project will begin. The project includes the
removal of the existing elevated wooden boardwalk from the south property line of the Eden
Roc Hotel (approximately 45 Street) to the end of the wooden boardwalk on the north
` (approximately 47 Street) and construction of an environmentally - friendly at -grade concrete
pavers beachwalk facility at the same location. Project duration is approximately four (4)
months and total project completion is anticipated by February 2013.
Enclosed please find a project fact sheet and aerial map for the upcoming Phase 1 work. This
information will be disseminated immediately to the community through the Public Information
Officer for the project.
Phase II of the Middle Beach Recreational Corridor Project is a future project consisting of the
continuation of a new beachwalk from 47 Street to 64 Street, where it will connect to the
existing North Beach Recreational Corridor.
As you are aware, the state of disrepair of the raised boardwalk has increased over time and its
condition has gradually declined throughout the years making it more costly for the City to
maintain. The State of Florida Department of Environmental Protection has recommended that,
over time, the . City replace the entire raised boardwalk with an environmentally - sensitive at-
grade .facility. Pursuant to policy adopted by the City Commission as part of the 2025 Miami
Beach Comprehensive Plan, the City shall continue the implementation of the Beachwalk and
Baywa Projects in order to further the City's vision of having a continuous on grade
recreational path running north /south along the coast linking the City's South, Middle, and North
Beach Neighborhoods. This vision was also documented in the City's Atlantic Greenway
Network Master Plan adopted by City Commission in 2008. As such, as properties re- develop,
it is the City's policy to work with private property owners along the oceanfront where the
boardwalk exists to remove the elevated structure and construct an environmentally - friendly and
more aesthetically - pleasing at -grade beachwalk that can safely accommodate bicycles and
pedestrians. This policy also applies to new developments.

CONSTRUCTION SCHEDULE
- Work will be done in phases to minimize impacts to the public. Demolition
of the wooden boardwalk and removal of invasive vegetation from within
the sand dunes is expected to last approximately three (3) weeks. Access
to the beach and street for boardwalk users will be restricted to designated
areas while work is underway. Following demolition of. the boardwalk,
construction of.a new beachwalk will .begin.
This project is anticipated to be completed in approximately four (4)
months.
TRAFFIC FLOW AND HOURS OF OPERATION
• -Work' will occur during daytime hours from 9:00AM- to 4:30PM
Monday Friday.
• No temporary road and lane closures are necessary in order to
perform this work safely.
• The wooden boardwalk will .be closed to pedestrian access within the
project limits; however, pedestrian access from the boardwalk south
of the project limits to the Ocean 'and Street will be maintained at all
times during construction.
• Access to adjacent properties be maintained at all times.
Emergency vehicle access to the Ocean will be maintained at the
4600 Block location.

PROJECT OVERVIEW`
On, Monday, October 8, 2012, the City "of Miami Beach Department of
- Public Works will begin .the first phase 'of the Middle Beach Recreational
Corridor Project. The project includes the removal of the existing elevated
wooden boardwalk from the south property line of the Eden Roc - Hotel.
(approximately, 45 th Street) to the end of the wooden boardwalk on the
north (approximately 47 th Street): and .construction of an environmentally -
friendly at -grade !concrete pavers beachwalk facility at the same location.
-Neighborhood impacts are expected to be minimal during the .project. The
project is approximately 950 feet in length and the project limits include the
City parking lot located on the 4600 Block of Collins Avenue.
