SUBJECT: Status of County 60 -inch By -pass Force Main Construction
The purpose of this Letter to Commission is to provide you with information on the progress of
the construction of the Miami -Dade County Water and Sewer Department (WASD) 60 -inch
emergency by -pass force main in the South Pointe Neighborhood.
Miami -Dade County Water and Sewer Department (WASD) is installing a 60 -inch diameter force
main from a shaft that is being built in South Pointe Park, going north on Washington Avenue
and west on Commerce Street to an existing force main on Alton Road (Attachment A).
At present, Washington Avenue is closed to southbound traffic south of 1S Street and the
western half of Commerce Street is closed to all traffic. Eastbound and westbound traffic on
South Pointe Drive is detouring around Washington Avenue using 1S Street (Attachment B).
Residents and staff of the Apogee have been provided with a temporary alternate access onto
Washington Avenue while the force main is installed in front of their driveway.
Commerce Street will be partially opened to traffic by November 30 and fully re- opened by
December 7 The WASD contractor and FPL are repairing utilities and conduits in the
intersection of South Pointe Drive and Washington Avenue. It is anticipated that the intersection
will be re- opened to traffic by December 14 however, the City is working with the County to
accelerate this re- opening. The portion of the project now impacting City streets (Phase 3 on
Attachment A) is scheduled to be substantially complete by the end of the year.
A second WASD contractor is now working within South Pointe Park. The schedule associated
with this phase of the work calls for the construction of the 75 -foot deep shaft to be completed
by the end of April 2013. This contractor will then install the 60 -inch force main from the shaft in
South Pointe Park to the new force main on Washington Avenue (Phase 2 on Attachment A)
with completion scheduled for the end of July 2013. Upon completion of the force main on
Washington Avenue, the same contractor will then connect the new 60 -inch force main to the
existing force main on Alton Road (Phase 4 on Attachment A) with work scheduled to begin in
May 2013 and to be complete in August 2013.
