SUBJECT: Miami -Dade County Emergency Beach Renourishment Project
The purpose. of this LTC is to provide an update to the Mayor and City Commissi'en ,on °' ,
Miami -Dade County's beach renourishment project planned for the vicinity of 54'Str t;
BACKGROUND I
i
-In October 2012, the U.S. Army Corps of Engineers completed the 2011 Beach Erosion
Control & Hurricane Protection Project. This project included the placment of sand in three
areas of Miami Beach using two separate sources of material. The first phase from 63 Street
to 69 Street utilized the last available offshore borrow site in Miami -Dade County to pump,an
estimated 250,000 cubic yards (cy) of, sand to this area. The second phase utilized a sand "
back- passing method to bring approximately 80,000 cy of sand from an accreted portion of
the beach between 10 Street and 18 Street to the highly eroded areas in the vicinity of.27
Street (20,000 cy) and 46 Street (60,000 cy). This Project scope , did not include
renourishment of the hotspot in the vicinity of.54 Street.
Miami -Dade County last conducted a truck haul beach renourishment project in the vicinity
. of 54-Street in 2008 and 2009. In 2008, approximately. 30,000 cy of sand were placed
between 53'Street and.55 Street and in 2009, 9,000 cy were placed in this area. Since then,
this area has experienced increased erosion, further accelerated by the storm.surge from
Hurricane Sandy. i
PROJECT SCOPE
In the next 45.to 60 days, Miami -Dade County will conduct an emergency truck haul beach
renourishment project in the vicinity of 54 Street to provide storm protection and recreational
benefits to this highly eroded section of beach. Approximately 10,000 cy of sand willibe
trucked in from the Ortona quarry in central Florida. Miami -Dade County is in the process-of
obtaining the necessary permits from the Florida Department of Environmental Protection
(F.DEP). FDEP requiring that engineering drawings be provided showing the proposed
work prior to the issuance of the Notice to Proceed' The County is finalizing the construction
plan which is being prepared concurrently with the bidding and contracting process.
Miami -Dade County has begun to conduct community outreach. On March 26, 2013, the
County and the City's Public Works Department, Environmental Division. met with the
condominium management from the Carriage House (5401 Collins Avenue) to review the
project's' scope and address_ beach access and safety concerns As additional project
details including the project's timeline and scope are finalized, the City will work closely with
the County to inform affected parties and ensure that accurate information regarding the
project is available.
