SUBJECT: Status of the Planning & Design fo the Middle Beach Recreational Corridor
The purpose of this Letter to Commission is to provide a status update on the planning and
design schedule for the Middle Beach Recreational Corridor (MBRC) Project, which will consist
of an at -grade ADA- accessible coastal pathway connecting 46th Street to Allison Park at 64th
Street.
The MBRC path will be constructed on State owned lands along the west side of the coastal
dunes, east of oceanfront properties and east of the Coastal Construction Control Line (CCCL)
and Erosion Control Line (ECL) on State owned lands. The path will be constructed in
accordance with the Florida Department' of Environmental Protection (FDEP) coastal
construction regulations. The purpose of the State's CCCL permit is to minimize the adverse
impacts of construction in the coastal zone. The CCCL permitting process is a lengthy, complex
process that includes thorough review of the project design and inclusion of appropriate
mitigation to impacted resources. For this project, non - native dune will be removed
and replaced with dune enhancements such as native dune vegetation species and beach
compatible dune fill. Path lighting will meet Florida Fish and Wildlife Conservation
Commission's marine turtle. nesting requirements.
Calvin, Giordano and Associates (CGA) was retained to complete the design and permitting of
the MBRC. The site survey work was completed in May 2013. Community outreach began
early on in the design process. CGA and the City have presented the project to the Mid -Beach
Neighborhood Alliance and have' met individually with the adjacent property owners. The
conceptual design will be finalized next week and will be presented to FDEP in a pre -
consultation meeting later this month. The purpose of the pre - consultation meeting is to identify
potential design concerns and minimize the number of Requests for Additional Information
during the permitting process. The 30% Construction Drawings will be complete by September
2013 and the FDEP CCCL permit will be submitted at that time. Once the 30% design plans
have been submitted, the FDEP CCCL permitting process is estimated to take between 9 to 18
months to complete.
At this point, the project is approximately two months ahead of schedule. Thus, the City
anticipates construction bid and award in December 2014.
Construction of this corridor will be phased in three sequential segments in conjunction with
Florida Department of Transportation Local Agency Program funding. Phase I will construct
from 47 Street to 53 Street. Phase II will construct from 53 Street to 58 Street, and Phase
III from 58 Street to 64 Street. Depending on funding, the City could bid each of these
phases sequentially or simultaneously.
