SUBJECT: TRUTH -IN- MILLAGE TIMELINES FOR FY 2013/14 BUDGET
The purpose of this Letter to Commission is to inform the City Commission regarding
Truth -in- Millage (TRIM) timelines impacting the development of the FY 2013/14 budget.
On July 17 the Commission set the proposed millage rate at 5.8909 for the FY 2013/14
budget, which reflected a 0.20 millage rate reduction from the current millage rate. The
proposed millage rate was certified by the City Manager and sent to the Property
Appraiser for inclusion in the TRIM notice that will be mailed out on August 24, 2013.
The Commission also requested Administration to lay out timing, process, and costs in
the event that the Commission desires to increase the millage rate later in the budget
process.
Per TRIM guidelines, the proposed millage rate may remain the same or can be
decreased, but cannot be increased without sending out a new TRIM notice to property
owners in Miami Beach. If the Commission chooses to increase the proposed millage
rate at the September 11 first public hearing on the budget, a new TRIM notice would
need to be sent out to each property owner by the Property Appraiser at the cost of
$40,000 to the City. A copy of the resolution with the revised proposed millage rate
would need to be received by the Property Appraiser by September 12. The Property
Appraiser estimates that the revised TRIM notice could be sent out by September 18.
Per Florida Statute 200.069, the mailing must precede the final budget hearing by not
less than 10 days, and not more than 15 days. Ten days following the September 18
mailing would be September 28. Due to schedule conflicts and to provide maximum
flexibility in the TRIM process, the second and final public hearing on the budget has
been re- scheduled from September 23 to September 30.
