Morales, City Manager DATE: August 12, 2013 SUBJECT: NOTICE REQUIREMENTS FO TENTIAL RATE CHANGE FOR WATER AND /OR SEWER UTILITY SERV The purpose of this LTC is to inform the members of the Commission that pending the results of the Finance Committee meetings on August 21 and 22, there may be changes to the water and /or sewer rates. This item would be added to the September 11, 2013 Commission agenda if necessary. In order to meet the State Statute for Notice requirements for a public hearing related to a proposed rate change for water and /or sewer service, a notice must be included in the billing statements for the current billing cycle. BACKGROUND The Miami -Dade Water and Sewer Department (WASD) has proposed a sewer rate increase to all wholesale customers of $.2995 per 1000 gallons effective October 1, 2013. The last increase to the City of Miami Beach customers for water and sewer rates was effective for billings on or after October 1, 2009. Due to the large increase in the proposed rate by WASD, it is anticipated that additional revenue will be required to be attained through a sewer rate increase. ANTICIPATED HEARING Any proposed increase to water and sewer rates require action by the City Commission as well as a public hearing. As such, a notice will - be prepared and sent to all customers with their respective billing statements commencing immediately. The proposed language will be as follows: Notice to all billing customers of the City of Miami Beach Water and Sewer Utility Pursuant to Section 180.136, Florida Statutes Proposed rate, charge, and fee increases for water and /or sewer utility service will be considered at public meetings of the Miami Beach City Commission scheduled for Wednesday, September 11, 2013 (First Reading) and a second date yet to be determined (Second Reading, Public Hearing). Both meetings will be held at the Miami Beach City Hall beginning at 5:00 p.m. Attendance is not required; however, utility customers will have an opportunity to comment on these matters at the Second Reading /Public Hearing TBD. All proposed rate changes if adopted by the Miami Beach City Commission, will be effective on October 1, 2013.
