Finalist
This Letter to Commission is to inform you that the Judging Panel of The International
Awards for Liveable Communities has selected Miami Beach as a finalist to participate in the
2013 LivCom Awards to be held in Xiamen, PR China from November 28, 2013 to
December 2, 2013.
The LivCom Awards is the world's only competition for local communities that focuses on
environmental management and the creation of liveable communities. The objective of The
LivCom Awards is to encourage best practices, innovation and leadership through
environmentally sustainable communities.
The City's application demonstrated how our community makes use of opportunities in the
areas of the environment, arts and culture, community participation and healthy lifestyles:
The Atlantic Greenway, Art Basel, New World Symphony /Soundscape and the Strategic
Plan were among the many projects that were featured in the application.
The benefits of participating in The LivCom Awards include:
• Learning how other communities address challenges similar to those faced by our
community.
• An exchange of information on best practices from national and international
communities.
• Increased international profile for Miami Beach.
• Promotion of tourism and capital investment.
The LivCom Awards Judging Panel has invited a delegation from the City to represent our
City in the final presentation. It is estimated that the cost of this trip would be approximately
$20,000 for a delegation of five representatives to attend.
A copy of the invitation is attached to this LTC for your review, and a discussion item
regarding this event has been placed on the September 11, 2013 City Commission agenda.

I am pleased to advise you that the Judging Panel of the 2013 LivCom Awards has
selected your Community to participate in the Whole City section of the Finals of the 2013
LivCom Awards, to be held at the Royal Victoria Hotel, Xiamen, PR China, from 28
November to 2 nd December inclusive.
Please confirm by return that the above name of your Community is correct for use
in future published material.
The first event that your delegation should attend will be the LivCom Finals Briefing,
which will take place in the Royal Victoria Hotel at 16.00 on 28 November. Delegates
should arrange to leave Xiamen on or after 3` December.
Having assessed your Community's Whole City Written Submission the Judging Panel
has issued the attached advice. You are also strongly recommended to study the contents
of the six Judging Criteria as listed on the LivCom web site. During your Presentation, you
should attempt to describe how your community is addressing the relevant issues contained
in the Judging Criteria. You should allow approximately equal time to each Judging Criteria
as they carry equal marks.
You will not be permitted to pass any further material to the Judges.
The time permitted for your Finals Presentation, which must be in English, will be
35 minutes and may include a digital video disk (DVD), which must also be in English and
must not exceed ten minutes. You are permitted a maximum of three Presenters, not

including one additional person who may operate the audio - visual equipment, or an
Interpreter, (unless the Interpreter is also to answer any questions put by the Judges
directly).
Equipment to be provided by LivCom is detailed in the on -line Registration Brochure.
You will be required to use your own computer and you may bring any other equipment
needed for your Presentation. A Technical Assistant will be in attendance during the
Presentations and on 28 November you will be able to test the compatibility of your
computer with the equipment provided. LivCom cannot be responsible for any malfunction
of equipment that you provide or if your equipment is not compatible with that provided by
LivCom.
All LivCom delegates must stay at the Royal Victoria Hotel, and to ensure that your
Delegation can take advantage of the reduced room rates you should fax a copy of the Hotel
Booking Form to the hotel by 31 October. Please also fax on +44 (0) 118 946 1680, or
email a copy of the Hotel Booking Form to LivCom.
A Royal Victoria Hotel Booking Form, which must be used to obtain the reduced
room rates negotiated for the event, is attached. Please be aware that hotel rooms
cannot be guaranteed for bookings made after 31 October. All hotel bookings will be
acknowledged by the hotel within two days of receipt of the booking. If you do not
receive confirmation within this timescale, please contact the LivCom Office immediately.
Xiamen, on behalf of LivCom, has negotiated very preferential room rates for LivCom
delegates, which includes breakfast and local taxes.
Also attached is a Delegate Registration Form, which must be completed and faxed
or emailed to the LivCom Office in the UK by 31 October.
You will be provided with an Exhibition Stand, details of which will be sent to you in
the near future.
Xiamen is planning an excellent event, which includes sponsored social evening
events with meals. The Mayor of Xiamen, has issued a generous invitation to your
Community to send as large a delegation as possible to Xiamen, with a special invitation to
your Civic Leaders, for whom there will be a special Mayor's Reception. You will experience
what will be a unique, global exchange of Best Practice and excellent social events, which
will offer opportunities to network with Civic Leaders and Officers from different countries
and cultures concerned with the local quality of life, and to experience the unique culture
and hospitality of Xiamen.
There will be no delegate fee for up to four delegates. A token delegate fee of
US$150, (£100 or RMB950), will be payable in respect of any delegates above four, and this
will provide access to all Presentations, social events and the Awards Banquet on the
evening of 2" December. As Credit Card facilities will not be available at the LivCom
Registration Desk, additional Delegate Fees must be paid in cash — Sterling, US Dollars or
RMB when you register in Xiamen.
One of the major benefits of participation in the LivCom Awards is the opportunity to
learn how other Communities address challenges similar to those faced by your Community.

There is a requirement that your Community is represented at a minimum of five
Presentations each day. Your Community may be represented at two Presentations that are
being made simultaneously.
Your Community is also required to participate in the Judging process by completing
Assessment Score Sheets for a minimum of four Communities each day, not including any
Community in your own Population Category.
In the near future you will receive further travel, visa, Exhibition and other important
information, which will be sent to you via the email address registered for your Community.
Please check the email address regularly, as important, urgent information will be issued
periodically. Please check with your internet provider /Local Authority that the LivCom email
address is not blocked or sent to a Spam box and that attachments with LivCom emails are
accepted.

A full list of 2013 LivCom Finalists will be displayed on the LivCom web site within the
next seven days.
