Morales, City Manager DATE August 26, 2013 SUBJECT: FDOT MAINTENANCE PROJE ON STATE ROAD 112 /JULIA TUTTLE CSWY The purpose of this Letter to Commission (LTC) is to provide information regarding a short -term Florida Department of Transportation (FDOT) Maintenance Project that will be completed concurrently with the (SR) 112 /Julia Tuttle Causeway Bike Path project. As previously described in LTC # 254 -2013 (Attached), FDOT will be completing a construction project consisting of the installation of bicycle facilities along the Julia Tuttle Causeway. Concurrently with this project, the FDOT District Six Maintenance Office will be milling and resurfacing the on -ramp from northbound Alton Road to the Julia Tuttle Causeway and the northbound off -ramp from Julia Tuttle Causeway to Alton Road. FDOT will begin the maintenance project on August 27 and work is anticipated to last approximately three (3) days. All work for this maintenance project will be performed from 9:00 PM to 5:00 AM and lanes will be re- opened to traffic every morning. As part of this project, FDOT will be milling and resurfacing the intersection of Alton Road and 43` Street (Mount Sinai Hospital Entrance). FDOT has coordinated with Mount Sinai Hospital staff and the intersection will supervised by law enforcement officers to ensure that emergency services are not delayed at the intersection. When closure of the Julia Tuttle Causeway on -ramp from northbound Alton Road is implemented, FDOT will detour drivers to Alton Road and 43 Street. Detour signs will be placed to allow motorists to make a U -turn movement to access the westbound Julia Tuttle Causeway on -ramp. When the Alton Road northbound off ramp from the Julia Tuttle Causeway is closed, a Variable Message Sign and detour signs will lead motorists to Alton Road and 41 Street. Once motorists have reached this intersection, they can choose to turn North or South on Alton Road or continue east along 41 st Street. Morales, City Manager, , DATE: - July 23, 2013 SUBJECT: FDOT PROJECTS: STATE ROAD 1121JULIA TUTTLE CSWY BIKE PATH AND ALTON ROAD FLY -OVER CLOSURE UPDATES The purpose of this Letter to Commission is to inform you of the. Florida Department of Transportation (FDOT)'State Road (SR) 112 /Julia Tuttle Cswy Bike Path project and to provide a status update of the Alton Road Fly -Over Closure. State Road (SR) 'I I21Jufia Tuttle Causeway Bike Path/TraiI Prolect As I explained at the July 17, 2013 City Commission meeting, SR 112 /Julia Tuttle Causeway Bike Path/Trail Project, FDOT will begin construction on Monday, August 26, 2013 with completion scheduled for the fall. This project extends from SR 112 Off -Ramp in the City of Miami to Alton Road. The estimated construction cost of the project is $784,750. In early 2013, FDOT installed bicycle lanes to Julia Tuttle Causeway. The goal of the upcoming ,project is to add bicycle /pedestrian railings to the existing barrier wall at the bridges, and widen, repave, and restripe the southbound Alton Road exit ramp. The additional shoulderwidth will serve as a bicycle lane and merge to a shared -lane (sharrows) on southbound Alton Road; however, bicyclistswho do notwish to use the proposed sharrows will have the option of connecting to the shared -use trail adjacent to Biscayne Bay via an off road bicycle connector. The bicycle connections through the Julia Tuttle Cswy help complement the existing bike lanes on the MacArthur Causeway and provide another mode of alternative transportation between the City of Miami Beach and the City of Miami. As part of this project, FDOT will also be creating a median opening at the City line to provide access for emergency responders and Installing new speed feedback signs. FDOT has advised that to complete this work safely, some lane closures may be needed. These lane closures would occur between 9:00 am and 3:30 pm. FDOT is proposing full closure of the off -ramp during the widening and paving operations. In order to minimize the effects of the closure, FDOT is proposing to work between 9:00 pm and 5:30 am and re -open the ramp to traffic every morning. Upon closure of the ramp, traffic will be detoured to the intersection of SR 112 (Julia Tuttle) and Alton Road - where drivers who wish to go south can turn right at Alton Road or continue east along 41 Street, The City is currently reviewing this closure to suggest possible modifications. FDOT will notify the City of Miami Beach in advance of any anticipated lane closures and ail lane closures will be coordinated with the City. Following coordination, this information will be disseminated to the residents. As part of its public information program, FDOT has designated a Public Information Officer for the project who will be the point of contact on community issues and be available on a 24/7 basis throughout the duration of the project. The PIO will be responsible for providing updates via e-mail to affected area stakeholders regarding construction activities, lane closures, and traffic impact's. SR 9071AIton Road Reconstruction - P As part of the SR 9071Aiton Road Reconstruction Project, FDOT is currently reconstructing the fly -over traffic barrier, thus closing all traffic on the fly -over. This closure began Monday, July 14, 2013 and is scheduled for completion August 13, 2013, As a result of severe traffic congestion during the weekend, FDOT staff met with State Representative David Richardson, representatives from the offices from State Senator Gwen Margolis, Bergeron staff, and City of Miami Beach staff to discuss further traffic mitigation measures: FDOT is currently continuing to monitor traffic and implementing new traffic signal timings to account for additional weekend traffic. FDOT has approved City of Miami Beach Police Department (CMBPD) presence at affected intersections during afternoon peak hours (3:36 pm to 7:30 pm) and 24 -hour support beginning at 3:00 pm on Fridays through 6:00 am on Mondays. CMBPD will also be committing some of their resources to monitor and manually control the intersections on as- needed basis, particularly to prevent motorists from blocking the box at intersections. Moreover, FDOT's Traffic Operation Department will explore the possibility of placing alternative route messages on the Intelligent Transportation System (ITS) overhead signs at I -95. Bergeron has been authorized to change the messages for the Variable Message Signs to display alternate routes. Please feel free to contact me if you have any questions or concerns.
