SUBJECT: Cultural Arts Council Vacancies
There are currently three (3) vacancies on the Cultural Arts Council (CAC). Two are
resulting from the term-limits of Nina Duval and Isadore Havenick; the third seat has
remained vacant for the past two years. Two other members, Charles Million and Merle
Weiss, are up for reappointment. Adhering to the guidelines set forth in the Ordinance
establishing the CAC, a Nominating Committee was convened on December 12, 2013 to
review and screen interested candidates for these positions. The City Clerk's Office
provided the Nominating Committee with three (3) applications for the three vacancies.
At its December 12, 2013 meeting,the CAC unanimously approved the recommendation of
the Nominating Committee to request appointment of Ileana Bravo and Israel Sands for two
of the three vacant seats. Both Ms. Bravo and Mr. Sands were active, contributing members
of the CAC until they reached their term limits, and both are eligible for appointment again
after the required two-year hiatus. Additionally, the Council unanimously recommended
requesting the reappointments of Charles Million and Merle Weiss.
Pursuant to Section 2-55(d)of Ordinance No. 97-3075, as amended,establishing the Miami
Beach Cultural Arts Council (CAC) "vacancies on the Council shall be filled by the Mayor
and City Commission. In filling any vacancy,the Mayor and City Commission may select a
replacement Council member from a list of three(3)candidates which shall be submitted by
the remaining members of the Council." Further, "the individual members of the City
Commission may supplement the Council's suggested list with additional names of
candidates or, if neither the candidates on the Council's suggested list nor the additional
names submitted by the individual members of the City Commission are approved, the
Council shall submit an entirely different list" for consideration.
