2014-28499 Reso RESOLUTION NO. 2014-28499 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING THE RECOMMENDATION OF THE FLOODING MITIGATION COMMITTEE TO AMEND THE CITY'S STORMWATER MANAGEMENT MASTER PLAN (AS ADOPTED BY THE CITY COMMISSION ON NOVEMBER 14, 2012, PURSUANT TO RESOLUTION No. 2012-28068), BY MODIFYING THE DESIGN CRITERIA FOR THE TAILWATER ELEVATION FROM 0.6 FT-NAVD, TO 2.7 FT-NAVD FOR ALL TIDAL BOUNDARY CONDITIONS. WHEREAS, the City's Stormwater Management Master Plan (SWMMP) is intended to be a guide for improving the City's stormwater management system performance for the next 20 years, with considerations of potential sea level change (SLC) over 20-years of stormwater infrastructure and a 50-year planning horizon for seawall heights; and WHEREAS, at its regular meeting on November 14, 2012, the City Commission approved Resolution No. 2012-28068, approving the City's SWMMP; and WHEREAS, at its January 28, 2014 meeting, the Flooding Mitigation Committee unanimously voted to recommend changing the SWMMP tailwater elevation design criteria from 0.5 ft-NAVD, to 2.7 ft-NAVD for all tidal boundary conditions; and WHEREAS, the discussion and formulation of this criteria was initiated at the January 21, 2014 meeting of the Mayor's Blue Ribbon Panel on Flooding, whre the Panel suggested working with peak tidal values rather than mean values; and WHEREAS, the Public Works Department recommends approval of this new tailwater design criteria of 2.7 ft-NAVD, based upon peak historical tidal values and published ACOE data regarding sea level rise as the next step in The City's ongoing efforts to combat flooding within the City limits; and WHEREAS, currently there are three (3) neighborhoods in active construction: Central Bayshore (70% complete); Lake Pancoast (95% complete); and Venetian Islands (10% complete); and WHEREAS, additionally, a design-build contract has been awarded for Lower North Bay Road neighborhood, and the Palm & Hibiscus Islands Neighborhood is currently in the negotiation process for design-build services; and WHEREAS, the aforestated recommended design criteria may have a significant impact on the design and construction of the above referenced projects. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, .FLORIDA, the Mayor and City Commission hereby the recommendation of the Flooding Mitigation Committee to amend the City's Stormwater Management Master Plan (as adopted by the City Commission on November 14, 2012, pursuant to Resolution No. 2012-28068), by modifying the design criteria for the tailwater elevation from 0.5 ft- NAVD, to 2.7 ft-NAVD for all tidal boundary conditions. The Public Works Department recommends approval of this new tailwater design criteria of 2.7 NAVD based upon peak historical tidal values and published ACOE data regarding sea level rise as the next step in our ongoing efforts to combat flooding within the City of Miami Beach.
