WHEREAS, along with the almost 500,000 citizens that voted in favor of the November 2012 ballot question initiated by the Pets' Trust to create programs to stop the killing of our animals, the City of Miami Beach recognizes that aggressive spay and neuter programs are key to ending the overpopulation of dogs and cats in our community; and WHEREAS, the mission of the Pets' Trust is to improve animal welfare, increase adoptions, and decrease overpopulation by providing free and low-cost income qualified spay/neuter surgeries, income qualified low-cost veterinary care, and educational programs; and WHEREAS, Miami-Dade County Animal Services receives tens of thousands of dogs and cats each year and thousands of these animals are killed annually; indeed more than 400,000 stray cats live on our streets with females having up to 12 kittens a year; and WHEREAS, the voters of Miami-Dade County not only overwhelmingly approved the 2012 straw ballot question supporting efforts to help save our animals, but also approved a funding mechanism to finance solutions such as free and low-cost spay/neuter programs, low cost veterinary care programs, responsible pet ownership educational programs, improved shelter care, assistance to rescue groups, and adoption and fostering programs; and WHEREAS, while the cost to maintain and then kill an animal is upwards of $300.00, the cost to spay or neuter an animal is approximately $56.00—merely a fraction of this cost; and WHEREAS, the City of Miami Beach, recognizing that an overwhelming majority of our citizens supported the initiative of the Pets' Trust, encourages the Mayor and County Commissioners of Miami-Dade County to implement the will of the.people in this current budget session by funding the Pets' Trust initiatives for improved animal services programs. I NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the Mayor and City Commission of the City of Miami Beach hereby strongly endorse the mission of the Pets' Trust and encourage the Mayor and County Commissioners of Miami-Dade County to implement the will of the people as approved by 2012 Pets' Trust ballot initiative and to fund improved animal services programs in the 2014-2015 Miami-Dade County budget.
