A RESOLUTION ACCEPTING THE RECOMMENDATION OF THE FLOODING
MITIGATION COMMITTEE AT ITS MARCH 26, 2014 MEETING TO DIRECT THE CITY
MANAGER TO REQUEST IMMEDIATE FUNDING TO HIRE A CIVIL ENGINEER II, A
GIS ANALYST, AND A HYDROGEOLOGIST FOR STORM WATER PURPOSES.
WHEREAS, at its March 26, 2014 meeting, the Flooding Mitigation Committee held a
discussion regarding the need for key staff required to assist in the upcoming Flooding
Mitigation Program; and
WHEREAS, this team will consist of a Civil Engineer II, a GIS Analyst, and a
Hydrogeologist; and
WHEREAS, based on the Program's needs, the Committee recommended giving
direction to the City Manager to request immediate funding to hire persons for these positions,
and
WHEREAS, the Administration is requesting acceptance of the recommendation from
the Flooding Mitigation Committee during its March 26, 2014 meeting, giving direction to the
City manager to request immediate funds to hire for these three positions.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND THE CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby accept the recommendation of the Flooding Mitigation Committee 'at its
March 26, 2014 meeting and hereby direct the City Manager to request immediate funding to
hire a Civil Engineer II, a GIS Analyst, and a Hydrogeologist for storm water purposes.

At its March 26, 2014 meeting, the Flooding Mitigation Committee held a discussion regarding the
need for key staff required to assist in the upcoming Flooding Mitigation program. This team will
consist of a Civil engineer II, a GIS Analyst and a Hydrogeologist. Each position will be responsible
for:
Civil Engineer II: This position will primarily be responsible for the production of the Design Criteria
Package (DCP) for all of the stormwater pump stations and for the existing pump stations that
required conversion to direct discharge. The DCP, includes up to date survey information, drainage
calculations, geotechnical reports, location of proposed pump stations, permitting and other
requirement for the project to be bid as a design build project. It is estimated that 12 DCP per year for
five years will be required just for the Pump Station Capital Project.
Hydrogeologist: This position will conduct investigation on various possible models to armor the
shoreline in order to reduce or stop infiltration. The position will establish a system of ground water
monitoring wells to determine the ground water elevation, determine the water column composition
and segregation between salt and fresh water. The ground water monitoring system will reference the
affects of rainfall and tidal rise. In addition, the position will be responsible to teach staff, management
and the public the nature of Miami Beach sitting on top of a porous limestone substructure.
The GIS Analyst: This position will be responsible for the coordination of the as-built information
required for all construction projects. It is important to have accurate as built information for all of the
City's underground utilities, water, sewer, drainage, and lighting. Also, it is important to have the GIS
Division produce and provide maps of such nature, topographic, flood zones, zoning, streets, finish
floors and other data that is key to future projects that will armor or raise existing elevations to prevent
flooding of public and private property.
Based on the needs of this program, the committee recommended giving direction to the City Manger
to request immediate funding to hire for these three positions.
