2014-28600 Reso RESOLUTION NO. 2014-28600 A RESOLUTION OF THE CITY OF MIAMI BEACH, FLORIDA, ESTABLISHING A MIAMI BEACH RESIDENT SUBSTITUTE TEACHER POOL FOR NAUTILUS MIDDLE SCHOOL, A MIAMI- DADE COUNTY PUBLIC SCHOOL (M-DCPS), IN THE CITY OF MIAMI BEACH, FLORIDA, WHICH WILL PROVIDE RESIDENT SUBSTITUTE TEACHERS FOR USE BY NAUTILUS MIDDLE SCHOOL FOR THE PRIMARY PURPOSE OF SUPERVISING STUDENTS AS NEEDED AS DETERMINED BY THE SCHOOL ADMINISTRATION; AND PROVIDING FURTHER THAT RESIDENT NAUTILUS MIDDLE SCHOOL SUBSTITUTE TEACHERS WILL RECEIVE A CITY OF MIAMI BEACH CITYWIDE PARKING PERMIT. WHEREAS, the Education Compact ("Education Compact") with Miami-Dade County Public Schools (M-DCPS), established on January 16, 2008, includes the outcomes to maintain teacher recruitment and retention at or above district-wide levels and to increase teacher satisfaction rates for City of Miami Beach schools; and WHEREAS, the Education Compact reflects the desire of the Miami Beach community to support excellence in the City's public schools to improve educational opportunities for youth; and WHEREAS, at the January 31, 2014 Commission Retreat, the City's Key Intended Outcomes (KIO) in the Strategic Plan were updated to reflect the priority outcomes of the Mayor and Commission, and was formally adopted on March 5, 2014 per Resolution No. 2014-28525; and WHEREAS, Resolution No. 2014-28525 supports the KIO to Induce Public School Accountability Mainly at Middle School; and WHEREAS, community survey results in 2012 reflect that 18% of residents with children at the middle school level are very satisfied, compared to 76% being very satisfied at the elementary school level; and WHEREAS, M-DCPS school climate survey data for 2012-13 school year reflects 56% of parents satisfied with the choice of education program offered at Nautilus Middle School, a 27.2% decline from the 2010-11 school year, and 59% rating the overall atmosphere at the school as positive, a 23.3 percent decline from the 2010-11 school year. Staff climate survey data for the 2012-13 school year reflects that 25% agree or strongly agree that staff morale is high, a 62% decline compared to the 2010-11 school year, and 73% rating the children attending are receiving a good education, a 17% decline from the 2010-11 school year; and WHEREAS, an activity included in the Education Compact is the District and the City will collaborate to develop a supplemental incentive program for teacher recruitment/retention in Miami Beach schools; and WHEREAS, in March 2014, the City contracted with Kerr and Downs Research to conduct focus groups to explore parents' perceptions of middle school options for Miami Beach and to explore opinions about, and perceptions of, Nautilus Middle School; and WHEREAS, the report reflects that parents of Nautilus students mostly agreed that the lack of substitute teachers or unprepared substitute teachers was a major problem in light of the frequency of teacher absences; and WHEREAS, on average, the Nautilus Middle School administration utilizes two (2) to three (3) substitute teachers per school day each school year(180 days); and WHEREAS, to assist with the recruitment of substitute teachers at Nautilus Middle School, the City has developed a Nautilus Middle School Resident Substitute Teacher Incentive Program; and WHEREAS, Miami Beach residents who obtain a certificate to substitute teach in M- DCPS, and who are selected by the Nautilus Middle School administration to substitute teach, will receive a citywide parking permit valid for three (3) months, upon completion of six (6) substitute teaching days at Nautilus Middle School only; and WHEREAS, the M-DCPS fee to obtain the appropriate credentials to become a substitute teacher range from $150 (fingerprinting & certificate) to $450 (General Knowledge test &training) per resident dependent upon education levels and experience. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the Mayor and City Commission hereby establish a Nautilus Middle School Resident Substitute Teacher Incentive Program as set forth herein and authorize the City Administration to implement the Program. The City component of the program will focus on encouraging incentives, which may include discounts, mentoring, training, and tickets to public events. Mentoring and training opportunities will be least disruptive to the school staffing needs, with schools providing coverage (as applicable)for staff to participate. The District will provide support for the City program, which may include but not be limited to invitations to participate in District recruitment events and posting of City sponsored incentives on the District's recruitment webpage.
