A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, WAIVING, BY 5/7THS
VOTE, THE COMPETITIVE BIDDING REQUIREMENTS, FINDING
SUCH WAIVER TO BE IN THE BEST INTEREST OF THE CITY,
AND APPROVING THE PURCHASE OF GOLF COURSE
MAINTENANCE EQUIPMENT, CONSISTING OF ONE (1)
EXPRESS DUAL RAPID FACER MODEL 100 AND
ACCESSORIES, FROM KILPATRICK TURF EQUIPMENT, IN THE
AMOUNT OF $329500.
WHEREAS, Professional Course Management (PCM), the City's manager for the
Bayshore Golf Course, has determined that the Express Dual Grinders will provide the
highest degree of quality performance required to maintain the City's new and improved
Bayshore Golf Course; and
WHEREAS, 80 of the 100 top-rated golf courses in the world have purchased the
Express Dual Grinders, to maintain the highest standard of quality required to maintain their
professional golf courses/turf; and
WHEREAS, the Express Dual Model 3000, and Angle master Model 3000 were chosen
based on the following two reasons: 1) its safer and quicker setup time resulting in greater
productivity and less down time; and 2) its less wear and tear on the hydraulic pump, due to
no metal-to-metal contact (reel to bedknife), which will result in greater fuel efficiency during
mowing; and
WHEREAS, the manufacturer of the maintenance equipment, Kilpatrick, provided the
Bayshore Golf Course with the Express Dual 3000 Reel Grinder, Hydraulic Lift Table, and
the Express Dual Rapid Facer Model 1000 Bed Knife Grinder, as "demos", at no cost to the
City of Miami Beach;and
WHEREAS; the City Manager recommends that it would be in the best interest of the
City to waive, by 5/7ths vote, the competition bidding requirements, finding such waiver to be
in the best interest of the City.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby, waiving, by 5/7ths vote, the competitive bidding requirements, finding
such waiver to be in the best interest of the City, and approve the purchase of Golf Course
Maintenance Equipment Consisting Of One (1) Express Dual Rapid Facer Model 100 and
accessories to Kilpatrick Turf equipment in the amount of$32,500.

Item Summa /Recommendation:
Due to the success of T.D.I.(Bayshore Golf Course Construction Contractor)completing and turning over
each hole to the City for maintenance at an unexpectedly accelerated rate,and as a result of the abundant
rain fall, the turf grew at an extremely fast rate resulting in an urgent need for necessary maintenance
equipment to maintain the turf cut clean, and to avoid risks of contamination,fungus, and other disease
that can effect Seashore Paspalum grass.The items recommended for purchase were anticipated to be
purchase later in the year and funds are available.

ADMINISTRATION RECOMMENDATION
Adopt the Resolution.
FUNDING
Funding is available from Budget Account No. 011-9322-000674 previously appropriated in
Resolution No. 2002-24883.
ANALYSIS
Based on the following facts, the requirement for the waiver of the competitive bidding
requirements exists:
1. Due to the success of the Bayshore Golf Course Construction Contractor, T.D.I.,
completing and turning over each hole to the City for maintenance at an unexpectedly
accelerated rate;
2. As a result of the abundant rainfall, the turf grew at an extremely fast rate resulting in
an urgent need for necessary maintenance equipment to maintain the turf cut clean,
and to avoid risks of contamination,fungus, and other disease that can effect Seashore
Paspalum grass; and
3. The City's Golf Course Consultant, Professional Course Management (PCM), has
compared the recommended grinder with similar equipment, and recommends the
Express Dual Grinder Model 3000.
PCM has determined that the Express Dual Grinders will provide the highest degree of
quality performance required to maintain the City's new and improved Bayshore Golf
Course. Additionally, 80 of the 100 top-rated golf courses in the world have purchased the
Express Dual Grinders, to maintain the highest standard of quality required to maintain
their professional golf courses/turf.

The manufacturer of the maintenance equipment, Kilpatrick, provided the Bayshore Golf
Course with the Express Dual 3000 Reel Grinder, Hydraulic Lift Table, and the Express
Dual Rapid Facer Model 1000 Bed Knife Grinder, as "demos", at no cost to the City of
Miami Beach.
Kilpatrick also provided a four-hour training session to the City's support staff in order to
insure maximum proficiency and to demonstrate the additional benefits/advantages when
compared to other similar equipment.
Kilpatrick also provided a$2,326 discount from their published price list forthe purchase of
the new Bedknife and Reel Grinders.
The Express Dual Model 3000, and Angle master Model 3000 were chosen based on the
following two reasons: 1) its safer and quicker setup time resulting in greater productivity
and less down time; and 2) its less wear and tear on the hydraulic pump, due to no metal-
to-metal contact(reel to bedknife),which will result in greater fuel efficiency during mowing.
Additionally, Kilpatrick, is the "sole source supplier" for all Express Dual Grinders
manufactured by Bernhard and Company, and is the only authorized State of Florida
distributor to sell, set-up, deliver, train and warranty all Express Dual Grinders.
The recommended equipment list is attached (see Attachment 1).
CONCLUSION
The Administration recommends that the City Commission waive, by 5/7t'S vote, the
competitive bidding requirements,finding such waiver to be in the best interest of the City,
to purchase the golf course maintenance equipment as specified in Attachment 1, from
Kilpatrick Turf Equipment in the amount of$32,500.
