2014-28758 Reso RESOLUTION NO. 2014-28758 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE CITY MANAGER TO REJECT ALL BIDS RECEIVED, PURSUANT TO INVITATION TO BID NO. 2014-305-YG, FOR THE LIFEGUARD STANDS REPLACEMENT,PROJECT. WHEREAS, Invitation To Bid No. 2014-305-YG (the ITB), for the Lifeguard Stands Replacement-Project, was issued on July 24, 2014, with an opening date of August 27, 2014; and WHEREAS, a pre-bid conference to provide information to the bidders was held on August 7, 2014; and WHEREAS, the City received bids from the following firms: (1) Paradise Awnings Corporation and (2)AARYA Construction & Design, Inc; and WHEREAS, the lowest bidder, Paradise Awnings Corporation, was deemed non- responsive for failure to meet the ITB's minimum qualifications and requirements; and WHEREAS, the total bid amount of the second lowest bidder, AARYA Construction & Design, Inc., significantly exceeded the budget for this project; and WHEREAS, the Administration recommends the rejection of all bids received pursuant to the ITB; and WHEREAS, after reviewing the Administration's recommendation, the City Manager exercised his due diligence and recommends that the Mayor and the City Commission reject all bids received pursuant to this ITB. Key Intended Outcome Supported: Build and Maintain Priority Infrastructure With Full Accountability Supporting Data(Surveys, Environmental Scan,etc: N/A Item Summary/Recommendation: Miami Beach is known internationally for its unique and iconic lifeguard tower designs.This project replaces the existing 29 lifeguard towers located citywide on the beachfront from South Pointe Park Pier to 86TH Street.The new lifeguard towers will feature functionally and aesthetically upgraded designs. This project was adopted as part of the Capital Budget Amendment No. 4 of the Fiscal Year 2013/2014 The scope of work for this project will entail the construction of 29 lifeguard towers for the City of Miami Beach from South Pointe Park Pier to 86th Street, replacing the existing 29 lifeguard towers.Additionally,27 lifeguard stands must be demolished and removed from the site.The City will be keeping two(2)lifeguards stands, which are located at: the ends of 10th Street (Jetson Stand) and 12th Street. The new lifeguard stands must be installed at the same location where the existing ones are currently located. In order to achieve the desired scope, Invitation to Bid(ITB)No.2014-305-YG was issued on July 24,2014, with an opening date of August 27, 2014.A pre-bid conference to provide information to the bidders was held on August 7, 2014. Upon receipt and review of the bids received,the lowest bidder,Paradise Awnings Corporation,was deemed non-responsive for failure to meet the ITB's minimum qualifications and requirements.Furthermore,the total bid amount of the second lowest bidder, AARYA Construction & Design, Inc., significantly exceeded the budget for this project.
