Morales, City Manager DATE: October 20, 2014 SUBJECT: Status Update on the Miami Beach Community Development Corporation The purpose of this Letter To Commission is to provide a status update on the properties currently owned by Miami Beach Community Development Corporation (MBCCDC) that were approved for acquisition by the Commission at its September 17th meeting. The City has been performing its due diligence for each of the five buildings anticipated for acquisition: • Allen Apartments • Barclay Plaza Apartments • Lottie Apartments • Madeleine Village Apartments • Neptune Apartments In the course of due diligence, it was discovered that the majority of the tenants at the Barclay Plaza Apartments (Barclay) had bypassed the formal screening and waitlist process required for placement in a subsidized affordable housing project. Of the 41 occupied units, only seven (7) tenants were income-eligible and listed on the wait list for housing and, therefore, eligible for tenancy. Given concerns expressed by these tenants regarding the condition of their units, MBCDC will be offering alternate, equitable units within other MBCDC properties for these seven tenants. In consultations with MBCDC, City staff has been exploring options to ensure that those tenants who are ineligible to reside at the Barclay are provided with a compassionate, equitable alternative including the possibility of transfer to other subsidized properties within the MBCDC portfolio. For those ineligible for transfer to other subsidized units, MBCDC will provide the return of the tenants' deposits plus one half of one month's current rent and the City will provide two months' assistance through its Community Development Block Grant (CDBG) emergency assistance funds. City and MBCDC staff met with the tenants of the Barclay Saturday, October 18th at 10am in the building's lobby. At this time, tenants were provided with appointments to meet jointly with City and MBCDC staff to ensure that each is apprised of their respective options and offer additional assistance as appropriate.
