Each year,the Mayor and City Commission adopt the City's funding and legislative priorities that will be
pursued by the City's representatives in Washington D.C.during the annual Congressional session.The
proposed priorities include appropriation, authorization, and legislative requests that were developed
through discussions between the Administration,the Mayor and City Commission,and the City's federal
lobbyists.
The City has been very successful in securing appropriations for City projects in the past few years, most
notably in the areas of beach renourishment and transportation. The City has had some success with
funding for historic preservation and infrastructure improvements,although competition for this funding has
grown significantly.
Funding requests for FY 2009 include: City Center Housing, Enhancements for the International
Baccalaureate Program, Stormwater Infrastructure Improvements, the Atlantic Greenway Corridor, the
After School Program, and Homeland Security projects.

SUBJECT: A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, APPROVING THE CITY'S FY2009 FEDERAL
LEGISLATIVE AGENDA.
ADMINISTRATION RECOMMENDATION
Adopt the Resolution.
ANALYSIS
Each year,the Mayor and City Commission adopt the City's funding and legislative priorities
that will be pursued by the City's representatives in Washington D.C. during the annual
Congressional session.
The proposed priorities include appropriation, authorization, and legislative requests that
were developed through discussions between the Administration, the Mayor and City
Commission, and the City's federal lobbyists.
The City has been very successful in securing appropriations for City projects in the past few
years, most notably in the areas of beach renourishment and transportation. The City has
had some success with funding for historic preservation and infrastructure improvements,
although competition for this funding has grown significantly.
Generally, there are a number of areas that are'earmarked' by Congress each year during
the appropriations process, and the City has identified a priority funding project for each of
these areas. Unfortunately, some of these areas will most likely be included in the same
appropriations bill. At best, the City can realistically expect to have only one project funded
per appropriations bill; it is also extremely unlikely that the City would receive an
appropriation in every bill in which one is requested.
Status of FY2008 Appropriation Requests
As detailed in LTC No. 017-2008, during the first session of the 110th Congress, the City's
representatives were successful in helping the City obtain earmarks for the following
projects:
• $681,500 for the Miami Beach After School Teen Intervention Program;
• $500,000 for the Atlantic Greenway Corridor Network; and
• $525,000 for the city Center Housing Initiative.

On January 18, 2008, the Mayor and each Commissioner met with the City's federal
lobbyists to discuss the City's priorities for the upcoming Congressional session. The
proposed Federal Legislative Agenda for FY2009 is as follows:
APPROPRIATION REQUESTS
International Baccalaureate Program Enhancements Labor/HHS $2,000,000
Stormwater Infrastructure/ ROW Projects Interior/EPA $9,000,000
After School Program Justice $1,950,000
City Center Housing Initiative Transportation/HUD $4,475,000
Atlantic Greenway Corridor Transportation/HUD $4,500,000
Interoperability/Communication/EOC Funding Homeland Security $2,000,000
ADDITIONAL FUNDING ITEMS
Support completion of H.R. 5689 with technical amendments to TEA-LU, increasing the
authorization for the West Avenue Bridge by an additional $620,000.
Support funding of the Energy Efficiency Block Grant Program in the full amount authorized,
$2 billion.
Support additional funding for the Erosion Control Project, based on the funding needs of
the Army Corps of Engineers.
Support Miami-Dade County's request for Beach Renourishment funding.
LEGISLATIVE AGENDA
Monitor legislation regarding local government franchise authority for telecommunications
services, and maintain and enhance the ability of local governments to provide wireless
internet access.
Support the creation of a National Catastrophe Fund.
Support passage of SCHIP (Children's Health Care).
AGENCIES, GRANTS, AND RESEARCH
Monitor the further development and implementation of the Energy Efficiency Block Grant
Program.
Increase funding levels for the Community Development Block Grant and HOME Programs.

Increase funding for the Urban Area Security Initiative, the Hazard Mitigation and Pre-
Disaster Mitigation Grant Programs.
CONCLUSION
The Administration recommends that the Mayor and City Commission review the proposed
legislative agenda, establish the priorities and adopt the attached Resolution:
