The purpose of this Letter to Commission is to provide you with information on the upcoming
Second Public Workshop on the Bicycle/Pedestrian Master Plan Update as well as on a Bike
Summit hosted by the City of Miami Beach.
The League of American Bicyclists (LAB) has selected the City of Miami Beach as a priority city
for 2015. Mr. Steve Clark with the LAB will be visiting the City on January 26th and 27th, and
the Transportation Department has developed a program to maximize his visit. The goal of the
visit is to help Miami Beach become recognized as a "Bicycle Friendly Community." Mr. Clark's
services will be at no cost to the City.
On Monday, January 26, 2015, the City will be hosting the second public workshop for the
Bicycle/Pedestrian Master Plan (BPMP) Update (see attachment B). The workshop is designed
to obtain public input on the work completed on the BPMP Update to date. The first workshop
took place on May 13, 2014 at the Miami Beach Golf Club at 2301 Alton Road. The City's
consultant, Mike Lydon with Street Plans Collaborative, will present the update at the second
public workshop at the Miami Beach Police Athletic League located at 999 11 th Street, from 6:00
pm to 8:00 pm. The City has also invited Steve Clark to attend this public workshop as an
observer with the purpose of listening to the presentation and the input provided by the
community.
On Tuesday, January 27, 2015, the City will be hosting a Bike Summit at the Commission
Chambers; it'll be a full day workshop consisting of a presentation by Steve Clark from 9:00 am
to noon. The Administration would like to invite members of the Commission, Transportation
and Parking Committee (TPC) members as well as key staff from the Planning Department,
Public Works Department, CIP Department, Parking Department, Parks Department and
Transportation Department.
The afternoon session of the Bike Summit (1:00 pm to 4:00 pm) will consist of a panel of
experts' discussion on the topic of bicycle and pedestrian planning. The goal would be to hear
from these experts on ideas and innovations from other communities developing a sustainable
bicycle and pedestrian infrastructure. Steve Clark will serve as moderator of the panel with Joe
Gilpin (Alta Planning), Tony Garcia (Street Plans Collaborative) and David Henderson (Miami-
Dade Metropolitan Planning Organization) as members of the panel. Joe Gilpin will also be
attending the BPMP Update workshop on January 26th as an observer. The afternoon session
would include an opportunity for attendees to ask questions from the panel members.

The League of American Bicyclists is visiting loo communities in 2015,bringing
Q° our bicycle-friendly expertise directly to the local level—and your city is on our
priority list!
The Bicycle Friendly Community program is a roadmap that has helped cities and
counties throughout the country make improvements that get more people riding
bikes. Last year I was hired as the League's new Bicycle Friendly Community
Specialist,because of the overwhelming interest and request for assistance from
cities and towns nationwide.Thanks to the support of Trek,and Trek dealers,the
BFC team will be able to personally visit and provide assistance to loo
communities per year.
We know the BFC program works: Between 20oo and 2011 the percentage increase
of people commuting by bike was nearly three times the growth in cities that have
received BFC designation than those that have not.
These visits will allow us to help you improve bicycling in your area by
experiencing first-hand the bicycle infrastructure in your community,bringing
together citizens and public agency staff to discuss issues and strategies for
improvements,providing an assessment of current conditions and beginning to
collaborate on short,medium and long-term solutions.
Specifically,here's what a visit to your community will include:
• glands-on technical assessment of your city's bicycling infrastructure(via
a group bicycle ride/audit)and review of efforts to encourage cycling;
• Meeting with planners,engineers,government staff and bike advocates to
discuss best practices and provide feedback on how to achieve the Bicycle
Friendly Community designation that your community is seeking;
• A post-visit Bicycle Friendly Community Report Card that will provide a
quick action plan and our initial assessment,focusing on priority actions that
will have the greatest impact.
Please let me know as soon as you can your preferred times for a visit. I will be
traveling through southern Florida between January 12 and January 30.
Tentatively planning on visiting priority cities on the Gulf Coast the first week and
on the Atlantic side after that.

Bicycle/Pedestrian Master Plan Update
Join the discussion on creating a comprehensive complete streets network plan to ensure
bicycle and pedestrian connectivity and walkability. The plan will help the City determine
how to best integrate bicycle and pedestrian travel into our transportation network.
The First Public Workshop took place on May 13, 2014 at the Miami Beach Golf Course.
The input received at the First Public Workshop and throughout this process has been taken
into consideration in preparing the draft of the Bicycle/Pedestrian Master Plan Update to
be presented at the Second Public Workshop. Mike Lydon with The Street Plans
Collaborative will provide an overview of the draft Plan. In addition, Transportation
Department staff will be in attendance to assist with questions at this workshop.
