A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, RE-APPROPRIATING WATER AND SEWER
FUNDS, TOTALING $1,000,000, FROM THE PUMP STATION #1 SEWER
PROJECT TO THE SANITARY SEWER INFILTRATION AND INFLOW (I&I)
PROGRAM — PHASE 3, IN ORDER TO FUND ONGOING SANITARY SEWER
CLEANING, TELEVISING, REPAIRS, AND SANITARY SEWER LINING.
WHEREAS, at its December 11, 2013 meeting, the City Commission approved the
award of a contract to Envirowaste Services Group, Inc., for routine and emergency repairs for
water, sanitary sewer, and storm water pipe breaks, sewer lining, and rehabilitation of sewer
manholes, pursuant to Invitation To Bid No. 2013-113-ITB-LR; and
WHEREAS, this contract is currently being used by the Public Works Department in an
ongoing effort to reduce infiltration and inflow, and to improve the City's sanitary sewer system,
in accordance with Miami-Dade County's Infiltration/Exfiltration/Inflow Program; and
WHEREAS, an amount totaling $2,855,000 was appropriated in FY 14/15 for the
Infiltration & Inflow Program — Phase 3; however, these funds will not be made available until
late 2015; and
WHEREAS, current funds for the aforestated Program will only permit continued
construction for another month; and
WHEREAS, in an effort to continue with the sanitary sewer system improvements
without interruption, Public Works staff recommends that $1,000,000 be reappropriated from the
Pump Station #1 Sewer Project; and
WHEREAS, this money will fund the ongoing sanitary sewer cleaning, televising, repairs,
and sanitary sewer lining.
WHEREAS, project funding will be returned when the funding becomes available.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby, re-
appropriate water and sewer funds, totaling $1,000,000, from the Pump Station #1 Sewer
Project to the Sanitary Sewer Infiltration and Inflow (MI) Program — Phase 3, in order to fund
ongoing sanitary sewer cleaning, televising, repairs, and sanitary sewer lining.

Item Summary/Recommendation:

accordance with the requirements of Miami-Dade County consent decree.
An amount totaling $2,855,000 was appropriated in FY 14/15 for the Infiltration & Inflow Program —
Phase 3. However, these funds will not be made available until late this year due to the bonding
schedule. Current funds for this project will only permit continued construction for another month. In
efforts to continue with the sanitary sewer system improvements without interruption, Public Works staff
recommends that $1,000,000 be reappropriated from the Pump Station #1 Sewer Project, rebuilding a
concrete chamber for the pump station located at 11th Street and Jefferson. This money will fund the
ongoing sanitary sewer cleaning, televising, repairs, and sanitary sewer lining.
Project funding will be returned when the funding becomes available, contingent upon the FY15 3rd
Capital Amendment.

COST ANALYSIS
As part of the Capital Plan for FY 14/15, funding in the amount of $2,855,000 was appropriated
towards the Infiltration & Inflow (I&I) Program - Phase 3. However, funds have yet to be made
available. Public Works staff is recommending that we take unused moneys from the Pump
Station #1 Water and Sewer Project, totaling $1,000,000 to temporarily supplement the I&I
Program - Phase 3.
CONCLUSION
