Morales, City Manager -- DATE: March 5, 2015 SUBJECT: Design Review Board Resolution - forth Shore Open Space Park On Tuesday, March 3, 2015, the Design Review Board (DRB) reviewed an application associated with 8701 Collins LLC, designed by architect Renzo Piano, which seeks to enhance the adjacent North Shore Open Space Park. The DRB was aware of the development agreement executed between the applicant and the City, in which the City vacated 87th Terrace in favor of the applicant, and the applicant provided the City with a voluntary contribution of$10,500,000, approximately $6.5 million of which will go towards improving North Shore Open Space Park. Pursuant to the attached Resolution, the DRB is recommending that the City Commission expedite the selection and hiring of a landscape architect and to proceed with the master plan and improvements for North Shore Open Space Park. The Administration recommends that the Commission consider the recommendations of the DRB and provide appropriate policy direction. A RESOLUTION OF THE DESIGN REVIEW BOARD OF THE CITY OF MIAMI BEACH, FLORIDA, ENCOURAGING THE CITY TO HIRE A LANDSCAPE ARCHITECT TO PROCEED WITH A PARK MASTER PLAN FOR NORTH BEACH OPEN SPACE PARK; AND TO PROCEED WITH THE IMPLEMENTATION OF THAT PLAN AS SOON AS POSSIBLE. WHEREAS, on Tuesday, March 3, 2015, the Design Review Board (Board) heard the application associated with 8701 Collins LLC, by esteemed world renowned architect Renzo Piano, which application seeks to enhance the adjacent North Shore Open Space Park; and, WHEREAS, the Board was aware of the development agreement executed between the applicant and the City, in which the City vacated 87th Terrace in favor of the applicant, and the applicant provided p ded the City with a voluntary contribution of$10,500,000; and, WHEREAS, the City Commission has designated approximately $6,5 million of the $10,500,00 towards improving North Shore Open Space Park; and, WHEREAS, the City Commission has discussed hiring a landscape architect to design a a master plan for the park; and WHEREAS, the Board encourages the City Commission to expedite the selection and hiring of a landscape architect and to proceed with the master plan and construction within the park. NOW, THEREFORE, BE IT RESOLVED BY THE DESIGN REVIEW BOARD OF THE CITY OF MIAMI BEACH, FLORIDA, AS FOLLOWS: the Board encourages the City to hire a -landscape architect to proceed with a park master plan for North Beach Open Space Park; and to proceed with the implementation of that plan as soon as possible.
