Subject: $12 Million included in Energy & Water Appropriations Bill for Miami-
Dade County Beach Renourishment Efforts
On November 1, 2001, the House and Senate completed action on the Fiscal Year 2002
Energy and Water Development Appropriations Bill, the legislation which sets in place next
year's Federal funding levels for the Army Corps of Engineers, the Bureau of Reclamation
and the Department of Energy. Within this bill is $12 million in beach renourishment funds
for projects within Miami-Dade County, including those within the City of Miami Beach.
The result should be viewed as a significant victory, as this $12 million appropriated is $4
million more than the County's beach renourishment request for Fiscal Year 2002. We
have been assured by Members of the South Florida Delegation that these extra funds
were included to specifically assist Miami Beach on two of its local projects, the "Alternative
Sand Test Beach Project and Innovative Breakwater and Sand Recycling Initiative." In
addition legislation language has been included in the bill to specify these wishes.
Attached please find a summary from the City's Federal lobbyists as well as pages from
the Conference Report with the included language.

On November 1,2001, the House and Senate completed action on the FY2002 Energy and Water
Development Appropriations Bill, the legislation which sets in place next year's Federal funding
levels for the Army Corps of Engineers, the Bureau of Reclamation and the Department of
Energy. Within this bill, we are pleased to report the inclusion 0[$12 million I in beach
renourishment funds for proiects within Miami-Dade Countv. includinl! those within the Citv of
Miami Beach.
This outcome concludes our year long effort to have the unique needs of the City's beaches
addressed along with the overall needs of Miami-Dade County. The result should be viewed as a
significant victory, as this $12 million appropriated is $4 million more than the County's beach
renourishrnent request for FY2002. We have been assured by Members of the South Florida
Delegation that these extra funds were included to spccifically assist Miami Beach on two of its

The legislation will now be sent to the White House and is expected to be signed by the President
next week.
The overall bill inoludes a total of $24.6 billion, $2 billion more than the President's request and
$900 million above the House approved level. The original Senate number, however. was only
slightly ($362 million) higher than the final version. The corps was allocated what many
conferees regard as a disappointing $4.5 billion, $600 million above the budget request but $188
million below FY '01, and some House members took to the floor TImrsday to renounce the
Bush administration's decision to scale back public works water projccts. Fortunately for South
Florida, that region fared better than most in the final bill.
At present, we recommend the City contact Miami-Dade County to both thank them for all their
hard work in obtaining these increased funds and remind them of their charge (by the
Congressional Delegation) to fund Miami Beach projects. Should you encounter difficulty in the
latter, please alert our office immediately.

having met, after full and free conference, have agreed to rec-
ommend and do recommend to their respective Houses as follows:
That the House recede from its disagreement to the amend-
ment of the Senate, and agree to the same with an amendment, as
follows:
In lieu of the matter stricken and inserted by said amendment,

vided for the Central and Southern Florida project, the Committet
expects the Committee to use $600,000 to undertake a review anI! ~(

Dade County, Florida.-The Committee has provided $14,857,000 sO
for the Dade County, Florida, project. The additional funds will en. lJ
ible the Corps of Engineers to continue work on the Alternative
Sand Test Beach project and renourish the<<Haulover BeachtBaI C
Harbour segment of the project. The funds proVlded Will also per- p
mit the Corps of Engineers to undertake innovative beach erosion 8

l~...urishment of the Duval County, Florida, shore protection project. r
Fort Pierce Beach, Florida.-The Committee has provided
$500,000 for the Corps of Engineers to complete the Bryzone study
and prepare plans and specifications to permanently :fi:ll: the erosion
problem for the one mile of beach front adjoining the Federal
project south of the inlet.
Martin County, Florida.-The bill includes $3,000,000 to com-
plete the renourishment of the Martin County, Florida, project.
Palm Beach County, Florida.-The Committee has provided
$4,500,000 for renourishment of the DeIray Beach segment of the
project.
PineZZas County, Florida.-The Committee has provided
$2,000,000 for the Corps of Engineers to continue construction of
the Pinellas County, Florida, project.
Port Everglades, Florida.-The Committee has provided
$4,000,000 for the Corps of Engineers to reimburse Port Everglades
for the Federal share of the costs associated with widening and
deepening the Southport Channel and the Turning Notch at Port
Everglades, Florida.
Sarasota County, Florida.-The Committee directs the Corps of
Engineers to use available funds to reimburse the City of Venice,
Florida, the Federal share of the construction costs of an artificial
reef that is to be considered an integral part of the Sarasota Coun-
ty beach nourishment project, as well as the Federal share of the
costs of constructing and/or relocating any stormwater outfall
whose primary function is to drain storm water from public prop-
erty.
East St. Louis and Vicinity Interior Flood Control, Illinois.-The
bill includes $688,000 for the Corps of Engineers to continue the
General Reevaluation Report for the East St. Louis and Vicinity In-
terior Flood Control project.
Olmsted Locks and Dam, Illinois.-The Committee has provided
$40,000,000 for the Corps of Engineers to continue construction of
the Olmsted Locks and Dam project. Within the amount provided,
the Committee urges the Corps to work with the Ohio River Valley
Water Sanitation Commission to develop tools to describe and mon-
itor the biological processes of the Ohio River for the purpose of..
maintaining and improving water quality.
