In addition, only selected recurring expenses associated with the parking garages are reported herein. Meter revenue variances are driven by many variables which include, but are not limited to, road and sidewalk construction, closed streets and location of events held in the City. When compared to the prior year, the meter revenue increased due to the completion of construction related projects. Enforcement: The City receives a share of ticket citations for parking violations that occur in Miami Beach and are collected by Miami-Dade County. Towing revenue increased due to the increased volume of scans and accountability provided by the new License Plate Recognition (LPR) hand devices. Garage revenue variances are driven by many variables which include, but are not limited to, special events, weather, tourism, and maintenance. 5th and Alton Garage: The 5th and Alton Garage is a joint development (parking garage) with the "Developer" (Edens) containing 1,080 parking spaces. The Developer and City own 54% and 46% of the parking spaces, respectively, and profit/loss is also shared in the same manner. The City's revenue portion (46%) for the month of April 2015 is $65,214.75, resulting in total net profit of $14,834.95. Pursuant to the Development Agreement, the City receives its proportionate share of profit or must subsidize any loss. The City and Developer continue to jointly pursue initiatives to promote the use of the garage. These initiatives include but are not limited to "after hours" flat rate parking; valet parking storage; monthly parking; and strategically placed electronic signage directing users to the facility. There was an increase in Valet and Space Rental in the current month due to various film productions occurring simultaneously. Preferred Lot: This lot is located in the front of the Convention Center, and variances are contingent on convention center special events. Miscellaneous Revenue: This category consists of other accounts including a revenue share from Deco Bike, advertising revenue, interest, etc. Pay by Phone: The City Commission awarded Parkmobile to provide pay by phone services. Pay by phone provides enhanced functionality over the in-vehicle parking meter. Miami Beach residents will continue to enjoy the resident discount on the hourly meter rate, from $1 .75 to $1 .00 per hour (43% discount), in the South Beach area. Moreover, Parkmobile will assess no transaction fees to Miami Beach residents for pay by phone service. On July 15, 1998 the Chairman and Members of the Board of the Miami Beach Redevelopment Agency resolved that an itemized report of the revenues and expenditures of the Miami Beach Redevelopment Agency, with respect to each redevelopment area, would be made available to the Chairman and Members of the Board of the Miami Beach Redevelopment Agency at the end of each month. Currently the report is provided at the scheduled commission meeting. As of September 30, 2005, the South Pointe Redevelopment District ceased to be a redevelopment area within the Miami Beach Redevelopment Agency's jurisdiction.
