LTC 479-2015 Lower South Bay Road Neighborhood Construction Acceleration Update M I AM I BE • City of Miami Beach, 1700 Convention Center Drive,Miami Beach, Florida 33139,www.miamibeachfl.gov LE TER TO /iMMISSION 479-2015 TO: Mayor Philip Levine and Members .: the City Co mission FROM: Jimmy Morales, City Manager DATE: December 14, 2015 • SUBJECT: LOWER NORTH BAY ROAD NE 4•HBORHOOD CONSTRUCTION ACCELERATION UPDATE The purpose of this Letter to Commission is to provide a construction update, information regarding acceleration of construction and completion of the Lower North Bay Road (LNBR) Project. The project limits consist of the North Bay Road Corridor, including Chase Avenue, bounded by Sunset Drive to the South, Biscayne Bay to the West, and Alton Road to the east and north, including those intersections within the aforementioned project limits, from Biscayne Bay to Alton Road. The scope of this Design-Build project consists of the design, permitting and construction associated with earthwork,roadway, pavement restoration,sidewalk re-construction,water main and water services installation, sanitary sewer lining, storm drainage infrastructure installation(including a pump station at 23rd Street) and streetscape improvements. Lining of the sanitary sewers is complete. Water main installation is over 75% complete and the Stormwater Drainage System installation is 15% complete. The Design-Builder, Central Florida Equipment Rental, Inc. has been significantly delayed as a result of slower than expected production rates on the installation of the 10 foot deep, 42-inch diameter concrete pipes and drainage structures(along the center of the roadway). In addition, the installation has been delayed due to other factors that have affected production rates including the multitude of existing underground utilities encountered, extreme ground water level caused by the unseasonably high tides, numerous weather delays, extensive permitting time frames, soil contamination encountered south of Michigan Avenue and coordination with private property construction activities. At this rate of production, the Design-Builder would reach substantial completion in late Summer 2016. City Administration has negotiated an acceleration plan with the Design-Builder in the amount of $1.5 Million to be paid upon completion of certain prescribed milestones. Under this plan the water distribution/stormwater systems and the road pavement would be completed by the end of May 2016. This would be accomplished by increasing the number of work crews, by extending working hours, and by working on Saturdays. The acceleration plan includes three additional crews subcontracted by the Design-Builder from local contractors. The Design-Builder will also provide additional construction oversight and project management as well as a designated crew to maintain the work zone in a clean and orderly fashion. The additional crews have begun mobilizing and will continue into January 2016. Under this plan up LTC-Lower North Bay Road Construction Acceleration Update December 14, 2015 Page 2 of 2 to five crews may be working simultaneously throughout the Lower North Bay Road corridor. Due to the complexity of the installation, the roadway will be rendered impassable in the immediate vicinity where each crew is working, except to local traffic and emergency vehicles. Access will be coordinated and maintained to properties at all times. Maintenance of Traffic (MOT) will be appropriately placed. Flagmen will ensure that access to local traffic flow is reasonably maintained. As the work progresses, construction updates will be sent to the residents as warranted. A formal amendment to the contract will be presented at the January 13,2016 Commission meeting. This amendment may also include costs associated with the mitigation required by the environmental agency associated with performing work in the contaminated area and project contingency. Currently, the Office of Capital Improvement Projects (CIP) staff managing the design and construction of the project includes a Senior Project Manager, a Project Manager and a Field Inspector. Due to the accelerated and increased activities in the project, CIP has assigned additional personnel, including the Construction Division Director and an additional Project Manager to manage and monitor the progress in an efficient and orderly manner and ensure heightened coordination with the residents.
