SUBJECT: PARKING RATE INCREASE - INITI ;+TIVES
As you may recall, the Administration committed to various initiatives related to the
recent parking rate increases, including communicating and expediting resident parking
discount verification, expanding mobility alternatives for the workforce in the city, and
expanding monthly parking opportunities at City lots and garages with priority given to
business with 25 or fewer employees. Following is an update on these initiatives.
Resident Parking Discount Verification:
Miami Beach residents enjoy a discounted parking rate at metered parking (on-street
and off-street) of $1.00 per hour and waiver of convenience fees ($0.35 per transaction)
through Parkmobile, the city's parking mobile payment application provider.
62,000 of the attached notices, in English and Spanish, were mailed to residents
resulting in an impressive response rate. The notices served to advise/remind residents
of the parking discounts available to them and to provide information on how to sign up
with ParkMobile to receive discounted parking rates.
Staffing at the City's Customer Service Center was enhanced to handle the significant
increase in call volumes and walk-ins in response to the mailer. Statistics reveal the
success of this effort:

In addition to more than doubling the number of registered residents and registered
plates, within a one-week period, resident discount transactions increased from 11% to
19% of total transactions
Workforce Outreach
The Administration expanded parking opportunities for monthly municipal parking access
cards and virtual permits at garages and lots, by a total of almost 1,000 spaces. E-mail
and telephonic surveys were conducted and sent to 2,547 contacts on parking facility
waiting lists. Both survey methods were conducted on multiple occasions in order to cast
a larger net and improve, response rate, if first or second survey attempts were non-
responsive. There were 1,060 successful email/telephone contacts with the remainder
either being wrong numbers (112); returned emails (225); or calls not returned. Of the
1,060 successful contacts, the surveys identified continued interest of 163 residents,
employers, and employees on the waiting list for monthly parking permits/access cards,
requesting a total of 893 spaces.

Of these 893 spaces requested, 548 spaces were businesses with 25 employees or less
who were prioritized and assigned monthly parking. The remaining spaces available are
being offered until the contact list is depleted. In addition, we are continuing to try to
contact the other 1,150 that did not respond to our phone calls and emails.
Additionally, the City has partnered with the Miami Beach Chamber of Commerce
Hospitality Council and the Greater Miami Beach Hotel Association. Together, we are
working with the South Florida Commuter Services (SFCS), an agency that provides
assistance with car and van pooling opportunities. SFCS also assists in identifying
transportation alternatives, including public transportation opportunities, with the purpose
of mitigating the effects of the traditional one (1) passenger per vehicle trip on traffic
congestion and parking availability. SFCS, Ceci Velasco (Chamber's Tourism and
Hospitality Council and Mango's Tropical Café), Wendy Kallergis (Hotel Association),
and City staff have developed a multi-lingual survey (English, Spanish and Creole) that
will be deployed through the human resources department of varied businesses in the
City. The survey will identify current trends, preferences, and potential incentives. The
purpose of the survey is to determine current transportation and parking arrangements
for employees and to investigate the possibilities for ride sharing and other
transportation alternatives. This would help the many employees that use on-street
parking spaces and are therefore significantly impacted by the parking rate increase.
Workforce Mobility Brochure
The attached brochure was designed as a guide to affordable transportation alternatives
to and from Miami Beach. The brochure contains SFCS information and provides an
illustrated map with existing and future trolley routes/loops and the following mobility
services and options offered by a host of local, regional, and state agencies:
• TROLLEY MIAMIBEACH
Residents of Surfside, Bal Harbour and Bay Harbor Islands can take advantage
of three complementary shuttle routes to get to Miami Beach and may use this
interlocal shuttle system to also access the Miami-Dade County bus stops at
various locations.
• Connecting Shuttle Routes to Miami Beach
North Bay Village Minibus provides transportation service to the Miami Beach
Trolley Station at Biarritz Drive and 71 Street (SE corner). The Minibus operates
Monday through Friday from 7 a.m. to 7 p.m.
• South Florida Commuter Services (SFCS)
Identifies transportation alternatives for employees, including car and van pool
coordination. SFCS can also assist with transit discount programs and
information for Tri-Rail and Miami-Dade, Broward and Palm Beach transit
departments.

• Join the Miami-Dade Transit Corporate Discount Program
This program offers a discounted rate for the One-Month Pass, which has a
regular cost of$112.50.
✓ Companies with four or more participating employees pay $101.25.
✓ Companies with 100 or more participating employees pay $95.65.
✓ Businesses receive a tax incentive for subsidizing all or a portion of
employee commuting costs.
• Connect with Other Regional Transit Programs. Other regional transit providers
have varying types of corporate discount programs:
✓ Broward County Ride-and-Save
✓ Tri-Rail
✓ Palm Tran
• Citibike— Bike Sharing
Rent a bike to work or connect to parking facilities and public transportation. Citi
Bike allows riders to rent a bike on an hourly basis and offers memberships that
allow unlimited 30-minute rides at no extra charge. Return a bike within 30
minutes and reset the clock for an additional 30-minute free rental.
• 95 EXPRESS
The 95 Express bus service provides FREE park-and-ride locations for residents
of Broward County, commuting to the Downtown Miami area. Park-and-ride lots
are located in Ft. Lauderdale, Miramar, Hollywood and Pembroke Pines. Express
buses depart every 15 minutes during peak morning and afternoon travel times.

Our new parking program intends to improve mobility in the city by reducing traffic on
streets and encourage long-term parking patrons to utilize parking garages instead of
street parking.
The good news is that Miami Beach residents continue to receive the lower parking rates
by using the ParkMobile app to pay at curbside meters and metered parking lots.
There are three options to register to receive the lower rate. See the attached flyer for
registration options to receive the resident benefit.
Funds generated by city public parking facilities are dedicated to future parking and
transportation programs, such as additional free trolleys, dedicated transit connectivity to
Miami, and additional parking garages.

OPTION2
If you are a property owner and your vehicle registration matches your property records, please call us at
305.673.7737 during regular business hours with the following information in order enjoy the resident discount for
those vehicles through ParkMobile:
• Name • Email
• Address • Birth month
• Phone • License plate number, Make, model, year and registered state of the vehicle
OPTIONS
In order to enjoy the parking rate discount and transaction fee waiver, residents who are NOT currently participating in
any of the City's residential parking permit programs and are not the property owner will need to register at the City of
Miami Beach Customer Service Center located at 1755 Meridian Avenue, Suite 100,Miami Beach, Florida and provide
the following:
• Valid Photo ID—Issued by local, state, or federal agency (drivers license, passport)
• Valid Vehicle Registration—vehicle registration belonging to the person applying for the exemption. If the vehicle is
registered to a different person, the resident must provide proof of insurance.
• Valid Proof of Miami Beach Residency—one (1) of the following items must be provided at the time of registration:
monthly bill/statement with the resident's name and address. Current statement must have been mailed within the
last 30 days.
IMPORTANT NOTE: Internet/electronic bills are not acceptable proof of residency.
• Utility bill (electric, phone, gas, cable)
• Mobile phone carrier statement
• Bank statement
• Credit card statement (credit card number must be obstructed)
• Vehicle insurance statement
• Mortgage statement
• Property tax statement (last one received)
Once your information has been verified, If not already enrolled in ParkMobile, you will need to enroll online for those
same vehicles at www.parkmobile.com or by calling ParkMobile's toll-free number 877.727.5714. Please allow 24
