SUBJECT: Beach Remediation Project—53rd S- eet to 59th Street
The purpose of this Letter to Commission is to provide an update on the sand placed in the
vicinity of 53 Street to 59 Street and the associated remediation. The Chateau Ocean will begin
beach remediation this week once they have obtained the required right-of-way permit.
In April 2015, the Chateau Ocean located at 9365 Collins Avenue, Surfside was required per
their Florida Department of Environmental Protection (FDEP) Coastal Construction Control Line
Permit (DA-647) to relocate approximately 20,900 cubic yards of material between
approximately 53 Street and 58 Street. This location was selected because of the severe
erosion along the southern stretch of the placement site.
Once the material was placed, construction debris including small fragments of glass, tile and
concrete were found at the northern portion of the beach renourishment area. The state would
not allow any material to be removed from the beach during turtle nesting season (May 1 to
October 31). Now that turtle nesting season has come to a close, FDEP is requiring that the
Chateau Ocean Group remediate any impacts to the state owned beach.
Attached is information provided by Moffat and Nichol, the coastal engineering and
environmental consultant hired by the Chateau Ocean LLC to provide oversight of the
remediation work. Moffat and Nichol will be hand-delivering this notice to all condominiums on
the-east and west side of Collins from 53 Street to 59 Street. The City of Miami Beach will also
send the attached notice via email to the condominium associations in this area.
Staff will continue to monitor this situation and to advocate for expeditious resolution within the
state permitting guidelines and turtle nesting season schedule.

NOTICE TO PROPERTY OWNERS
PUBLIC BEACH FILL REMEDIATION PROJECT
53rd Street to 59th Street .
March 14,2016
This is a courtesy notice regarding a public beach fill remediation process by Chateau Ocean as permitted by
the State of Florida.
Please be advised that beach fill (sand) placed onto the beach between 53rd Street and 59th Street by Chateau
Ocean has been observed to contain construction debris. A shallow sifting operation was completed
previously to start debris removal, and the final debris removal operations are scheduled to commence the
week of March 14, 2016 as required by the Consent Order between the State of Florida Department of
Environmental Protection (FDEP) and the Chateau Ocean LLC. This is estimated to begin the week of
March 14,2016 and be complete by April 30,2016.
The remaining beach fill placed between approximately FDEP reference monuments R-47+200 (MEI
Condominium at 5875 Collins Ave.) and R-48+200 (L'Excellence Condominium at 5757 Collins Ave.) will be
removed and replaced with clean sand from an FDEP-approved sand mine located in Homestead, Florida.
The remaining beach fill observed to contain debris that was placed between approximately 57th Street and
53rd Street will be sifted and the clean sand will be placed back onto the beach.
Work will generally progress from north to south in both the sand removal and sifting areas. The beach fill
remediation operation requires the use of heavy equipment on the beach, and maintenance of a transportation
corridor from the active work areas to the beach access at 53rd Street Park. Flag persons will be provided for
public safety. Operations will take place in accordance with City regulations during typical weekday work
hours (9 a.m. to 4 p.m.).
Coastal Construction and Florida Engineering are the contractors who will be completing the beach fill
remediation project. Moffatt and Nichol (M&N) is the coastal engineering and environmental consulting firm
that will be providing oversight for the remediation work. Christy Brush, Project Manager for M&N, can be

The FDEP and City of Miami Beach will continue to monitor this remediation. Point of contact with the
