2016-29354 Reso RESOLUTION NO. 2016-29354 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE LAND USE AND DEVELOPMENT COMMITTEE TO REMOVE THE CARLOS ZAPATA "WING" STRUCTURE ON LINCOLN ROAD. WHEREAS, at the March 9, 2016 Commission meeting, the removal of the "Wing" structure, located at the Washington Avenue entrance to Lincoln Road, was referred to the Land Use and Development Committee for further discussion; and WHEREAS, in 1995, Lincoln Road underwent a renovation by architect Thompson and Wood Architecture. One of the final pieces installed in 1999 was the "Wing" structure on the 400 block of Lincoln Road. The original design for the structure was designed by Carlos Zapata and was intended to be the final touch of the renovation project. However, this structure was never completed as designed; and WHEREAS, the "Wing" structure and fountain conditions have deteriorated over time and have become a maintenance and risk management concern. The fountains are used by children, dogs, and skateboarders, creating a potentially hazardous situation; and WHEREAS, the Lincoln Road District Master Plan developed by James Corner Field Operations and approved by the City Commission on October 14, 2015, recommends the removal of the "Wing" structure and fountains; and WHEREAS, at its meeting on March 30, 2016, the Land Use and Development Committee voted to recommend that the City remove the "Wing" structure; and WHEREAS, the City Administration recommends that the Mayor and City Commission accept the recommendation of the Land Use and Development Committee to remove the Carlos Zapata "Wing" structure on Lincoln Road. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby accept the recommendation of the Land Use and Development Committee to remove the Carlos Zapata "Wing" structure on Lincoln Road.
