SUBJECT: Evaluation Committee Relative to Proposal Requirements Document(PRD) No. 2016-071-
KB, for Notice of Receipt of Unsolicited Proposal for Light Rail/Modern Streetcar Project in
Miami Beach
The purpose of this LTC is to update the Mayor and City Commission on the status of Proposal
Requirements Document (PRD) 2016-071-KB, which provides notice, pursuant to Florida Statute
287.05712,that the City has received an unsolicited proposal for an off-wire or"wireless"light rail/modern
streetcar system; and, further, sets forth the process for the submittal of alternative proposals by
interested parties.
Pursuant to PRD 2016-071-KB, the City received proposals on Tuesday, May 10, 2016. Responsive
proposals will be reviewed by the Evaluation Committee in accordance with the criteria established in the
PRD.
I am considering appointing the following individuals to serve on the Evaluation Committee:
• Dan Gelber, Resident City of Miami Beach
• Jose Gonzalez, Transportation Department Director, City of Miami Beach
• David Martinez, Director, Office of Capital Improvement Programs, City of Miami Beach
• Javier Rodriguez, P.E., Executive Director- Miami-Dade Expressway Authority(MDX)
• Carmen Sanchez, Planning Department Deputy Director, City of Miami Beach
• Allison Williams, Chief Financial Officer, City of Miami Beach
I am also considering the following individuals as alternates:
• Jay Fink, Public Works Department Assistant Director, City of Miami Beach
• Tom Mooney, Planning Department Director, City of Miami Beach
• Cintya Ramos, Budget Director, City of Miami Beach
• Ramon Suarez, Budget Officer, City of Miami Beach
