Morales, City Manager DATE: May 25, 2016 SUBJECT: MIAMI—DADE COUNTY EAST V NETIAN CAUSEWAY REHABILITATION PROJECT: BRIDGES 874474 AND 874481 The purpose of this Letter to Commission is to inform you of work to be undertaken by the Miami- Dade County Department of Transportation and Public Works, Capital Improvements Section. The County will perform rehabilitation work to the East Venetian Bascule Bridge (874474) as well as the easternmost Bridge (874481) near Purdy Avenue. The cost of the project is anticipated to be approximately two million dollars. The Scope of Work includes but is not limited to mechanical/electrical repairs to the East Bascule Bridge (874474) such as replacing motors, brakes, switches, wiring and tread plates. Work also includes repairs to the concrete deck on the easternmost Bridge (874481). To date, the County has obtained all permits except the Class 1 RER permit which requires written concurrence from the Building as well as the Zoning Departments of the City of Miami Beach stating that they have no regulatory authority over this bridge rehabilitation. Due to United States Coast Guard (USCG) restrictions, the work on the East Bascule Bridge (874474) must be substantially completed within 120 days after the Work Order is issued. The project was advertised on May 12, 2016. It could not be advertised earlier due to funding issues which delayed the advertisement process two months. Bids are scheduled to be opened on June 15, 2016 if no addendum is issued and no delays are encountered. At that point. it may take between two to three months to process the award recommendation, insurance and contract requirements, purchase order and to conduct the pre- _ construction meeting. This will take approximately up to the end of August for the issuance of the Notice to Proceed. The project is now estimated to be completed in December, 2016. The USCG must be notified in advance to request any channel closures. The County has informed the City of Miami Beach that currently it is difficult to provide exact times and dates of when the Bascule Bridge will be intermittingly operational in light of the structural and electrical work that will be performed. There will be a detour in place diverting traffic around the Bascule Bridge. Lane closures will occur on the easternmost Bridge. A proposed Traffic Control Plan is attached.
