Morales, City Manag .`61- 'IF DATE: June 14, 2016 SUBJECT: Update on the Fire Department Annual Compliance Report (ACR) and the Commission on Fire Accreditation International (CFAI). The purpose of this Letter to Commission is to provide an update on the recent approval by the CFAI of the Fire Department's Annual Compliance Report. As you recall, during the 2014 year the Fire Department was evaluated for re- accreditation and held an onsite visit by CFAI peer assessors. As a result of the on site visit and several months of Fire Administration and CFAI working together towards the department's reaccreditation, the hard work paid off when the department was reaccreditated on March 17, 2015. This made the department one of only 18 fire departments worldwide who have achieved both accreditation status and a Class 1 rating from the Insurance Services Office (ISO). This marks the department's third accreditation since its original accreditation in 2004 and 2009. This program provides an analytical self-assessment process to evaluate ten (10) categories of an agency's performance including community service levels. During this process, the department examines more than 240 separate performance indicators, 98 of which are considered core competencies. There are currently 196 fire departments in the United States and Canada which are accredited. Following the reaccreditation process, the CFAI requires that the department prepare an annual compliance report. The CFAI assigns the Fire Department a designated representative with the purpose to review the ACR for disposition of Strategic and Specific recommendations made by the Peer Assessment Team during the on site visit in 2014. The CFAI representative verifies that all applicable Core Competencies remain in compliance and in accordance with CFAI and government standards. I am providing you with a copy of the Statement of Findings dated March 29, 2016, and an email from the CFAI Chairman, Westermann confirming acceptance of the Statement of Findings on the ACR during the CFAI Commissioner's teleconference held on June 6, 2016. I commend Chief Virgil Fernandez, his Administration and the entire Fire Department staff for their continued efforts in holding such an elite status in the fire service. The purpose was to review this ACR for disposition of Strategic and Specific Recommendations made by the Peer Assessment Team and to verify that all applicable Core Competencies remain in compliance in accordance with the 8th Edition of the Fire and Emergency Service Self-Assessment Manual (FESSAM). FINDINGS Agency Information The information presented is well prepared and complete. Yarily Sam-Gamil is the Accreditation Manager for the agency. Agency Environmental Changes The agency cited a comprehensive analysis of the fire department was conducted by the Center for Public Safety Management and the International City/County Management Association, giving the city an unbiased review of service; a major facility renovation on the support services building (training facility); and new officer positions were created and funded. Changes in Compliance with Legal Requirements in Federal, State, and Local Government(s) The agency indicates it is compliant with all applicable standards. Changes in Compliance with Adopted Community / Agency Standards The agency indicates compliance with all adopted community/agency standards. Performance and Compliance with Core Competencies The Agency indicates it compliant with all Core Competencies stated in the 8th edition of the FESSAM. Strategic and Specific Recommendations. Of the 9 strategic and.11 specific recommendations, all have been accepted and met with implementation or near implementation. Other Information Implementation information of all recommendations was addressed in this section. Exhibit List All applicable exhibits were provided and verified. Verification Fire Chief Virgil Fernandez signed the annual compliance report. f CFAI Statement of Findings June 13,2016 Page 3 CONCLUSION The Miami Beach Fire Department has demonstrated that it is in compliance with all stated benchmarks, government standards, local standards, core competencies, and performance indicators. The agency has begun to work towards compliance with the most current version of the FESSAM. RECOMMENDATIONS I recommend that the Commission on Fire Accreditation International accept the Miami Beach Fire Department Annual Compliance Report and that the Agency retain their Accredited Agency Status.
