WHEREAS, the City currently has five (5) Flow Meters installed in the City's water and
sewer system that are manufactured by Spirax Sarco that, from time to time, require parts,
service, and replacement equipment to maintain operations; and
WHEREAS, Spirax Sarco, the manufacturer of the equipment, and parts installed in the
Satellite Cities flow metering systems, has notified the City that its exclusively authorized agent
in the City's geographic region for Spirax Sarco brand equipment, parts, and related items, as
well as the service provider, is G-Tec Equipment Services, LLC; and
WHEREAS, Section 2-367(d) of the Miami Beach City Code allows for the purchase of
goods and services without competitive bidding when only one source for the product or service
is evident; and
WHEREAS, Section 2-367(d) of the Miami Beach City Code provides that the City
Commission, by simple majority vote, shall have the authority to authorize sole source
purchases when the purchase amount exceeds $50,000; and
WHEREAS, the Procurement Department, in its due diligence, released an Intent to
Sole Source (ITS) on March 28, 2016, to publically notify prospective bidders of: 1) the City's
intention to seek the required services directly from G-Tec Equipment Services, LLC., Spirax
Sarco's exclusive agent; and 2) to allow those bidders who may also be authorized to sell these
items to notify the City; and
WHEREAS, no responses to the ITS were received; and
WHEREAS, the City Manager recommends that the Mayor and City Commission of the
City of Miami Beach, Florida, approve, pursuant to Section 2-367(d) of the Miami Beach City
Code, the purchase of Spirax Sarco equipment, parts, software, and related items and service
in an amount in excess of $50,000, but not to exceed the available approved FY 2015/2016
budget for these items, from G-Tec Equipment Services, LLC, the sole authorized agent for
these items in the City's geographic region, to maintain safe, efficient and effective operations at
the City's flow metering systems for Satellite Cities where this equipment is installed. This
ensures that the sewer discharge into the City of Miami Beach conveyance system runs

BACKGROUND
The Procurement Department has received a request from the Public Works Department to procure equipment
and services in order to perform the necessary maintenance, revalidation and replacement of the Spirax Sarco
flow metering systems utilized in the City's pump stations.
The City currently has several Spirax Sarco metering systems deployed throughout the City's pump stations.
Spirax Sarco, Inc., the manufacturer of Spirax Sarco Metering Products, has submitted documentation that
services, maintenance and revalidation are only available from G-TEC Equipment Services, LLC, the only dealer
authorized by Spirax Sarco to conduct sales and services on their behalf for all of their metering products. In lieu
of seeking the advice of a consultant/industry expert that the required items are, in fact, only available from G-
TEC Equipment Services, LLC, the Procurement Department publically released an Intent to Sole Source (ITS)
No. 2016-119-MT, on March 28, 2016 requesting that, should any vendor believe it can meet the requirements of
this procurement, they should provide written notification to the contracting officer for consideration. No
responses to the ITS were received.
Therefore, this item seeks approval to for the services by G-TEC Equipment Services, LLC of Spirax Sarco
Metering Systems for the service, equipment, maintenance and revalidation of equipment and software of the
meters systems for the Public Works Department.
