SUBJECT: NORMANDY ISLE SCOOTER/MOTO CYCLE PILOT PROGRAM - UPDATE
The purpose of this LTC is to provide the Mayor and Commission an update regarding
the Scooter/Motorcycle Pilot Program in the southeastern area of Normandy Isle.
As you may recall, on February 10, 2016, the Mayor and Commission held a discussion
regarding Item No. R9K, entitled, "Discussion regarding authorizing the creation of a
Pilot Program for specifically designated residential zones that will limit on-street parking
to only cars and trucks, sponsored by Vice-Mayor John Elizabeth Aleman.
On Monday, March 28, 2016, the Scooter/Motorcycle Parking Pilot Program was
deployed in a segment of Normandy Isle.
On Monday, May 23, 2016, enforcement of these new parking rules began in earnest
with the issuance of parking citations and on Monday, May 30, 2016, full enforcement,
including towing.
I am happy to report the pilot program has been a great success with almost complete
voluntary compliance. Both surveys and anecdotal accounts of the programmed area
confirm virtually all scooters/motorcycles are utilizing specifically designated spaces for
their use.
Moreover, residents from adjacent areas have inquired about the program and
requested its deployment. To this end, the Parking Department will expand the program
to the balance of Normandy Isle, including Bay Drive, Marseilles Drive, Calais Drive, and
vicinity. The Communications and Parking Departments are coordinating notification
efforts to affected residents through collateral materials and other media sources.
