SUBJECT: ENHANCED PARKING REVENUE A D COMPLIANCE CONTROLS
The purpose of this LTC (Letter to Commission) is to provide an update regarding
enhancements to parking revenue and compliance controls developed by the Parking
Department and Information Technology (IT) Department.
The Parking and IT Departments collaborated to develop and deploy a POS (point of
sale) software and hardware system, by way of a smart phone (iPhone). Parking
attendants at municipal parking lots, namely Lot P1 and P71, located at South Pointe
Drive and Washington Avenue and 46th Street and Collins Avenue, respectively, now
process flat rate payments with an automated POS system in lieu of a manual ticket
system. This automated system provides the following enhancements:
• Automated shift reports and reconciliation of all transactions.
• License plate enabled transaction database with audit trails, including payment
status query.
• Credit card acceptance.
• Printed receipts (via Bluetooth printer) with the respective vehicle's license plate
printed on the receipt.
• Streamlines operational audit controls and compliance through parking
enforcement license plate recognition (LPR). POS updates paid license plate
database in real time.
The goal is to eventually transition to a cashless system for payment of flat rate by
accepting credit card payment only and further strengthen audit controls. Residents will
continue to be able to use cash at pay stations for short term parking sessions that result
.in a fee less than the flat rate ($6.00).
