Morales, City Manager DATE: September 9, 2016 SUBJECT: Indian Creek Drive Flooding Mitiga on Project Vegetation Trimming The purpose of this Letter to Commission is to provide an update on vegetation trimming that will begin next week as part of the Indian Creek Drive Flooding'Mitigation Project. In preparation for the upcoming seasonal high tides, which are anticipated to begin in mid- September and last through November, David Mancini and Sons, Inc. (DMSI) has begun construction of a temporary wall at an elevation of 3 feet along Indian Creek Drive/SR A1A between 25th Street and 41St Street. The construction of the temporary wall by is the first phase of the flooding mitigation project and will not impact existing vegetation. The second phase of the project will include the installation of a pump station and new drainage, rebuilding and raising the public seawall, and other associated roadway improvements in this area. Shoreline Foundation, Inc. (SFI) is anticipated to begin construction of the permanent seawall between 25th Street and 26th Street next week from a barge that will be stationed within the waterway. Prior to starting this work, the existing mangroves, trees and other vegetation along the shoreline will be trimmed to provide waterside access for the new seawall installation. Additional trimming along the shoreline will be necessary as the seawall construction progresses northward through the project area. A meeting will be held next week with both contractors and City staff to discuss the means and methods for the necessary trimming. The Public Works Department is coordinating with the Environment and Sustainability Department to minimize damage to the vegetation and preserve it for as long as possible. However, it should be noted that many of the mangroves, trees, and other vegetation along this corridor will be impacted by future construction activities for this project and that Public Works has obtained permits from the County and the State and will be obtaining a tree permit from the City for their removal. Public Works and Environment and Sustainability will continue to work together throughout the course of this project to provide as much mitigation as possible on-site, including the establishment of some form of living shoreline.
