The attached version has a few minor modifications from the draft version shared with the Commission on August 31, 2016. Specifically, the following changes were made: Responses to Steering Committee Comments: • Page 2.17: A discussion of light rail for North Beach was added. • Page 2.39: An alternative, pedestrian-only, design for Ocean Terrace is discussed. • Page 2.59: A discussion about how short-term affordable rentals aggravate the affordable housing problem was added. • Page 2.72: "Nature Conservancy and Botanical Gardens" added, "Medical services" eliminated • Page 2.74: Discussion of temporary improvements to the West Lots added. • Page 2.78: The idea of Ocean Rescue at the former library site receives less emphasis. Responses to Staff Comments: • Page 2.55: Sea Level Rise is introduced as another topic for the proposed Property Development Workshop. • Page 2.86: Addition of other climate change issues including the heat island effect, loss of habitat, and retention of potable water. References to "transition" have been removed or placed in grater context. • Minor corrections, affecting word choice and prioritizations were made.
