2016-29533 Reso RESOLUTION NO. 2016-29533 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE CITY OF MIAMI BEACH, ON BEHALF OF THE MIAMI BEACH POLICE DEPARTMENT, TO ACCEPT A DONATION OF AN MRAP PERSONNEL TRANSPORT VEHICLE FROM THE CITY OF CORAL GABLES, FLORIDA, WITH AN APPROXIMATE VALUE OF $200,000. WHEREAS, the City of Coral Gables has offered to donate an MRAP Personnel Transport Vehicle to the City of Miami Beach, for use by the Miami Beach Police Department; and WHEREAS, the Miami Beach Police Department is in need of such a transport vehicle to enable effective and safe operations against armed perpetrators in active threat zones, thus increasing the safety and security of the City of Miami Beach; and WHEREAS, the tragic events at Pulse nightclub in Orlando on June 12, 2016, and Planned Parenthood in Colorado Springs on November 27, 2015, were both brought to an end by the use of similar vehicles, thus demonstrating the life-saving capabilities of such vehicles; and WHEREAS, the MRAP personnel transport vehicle will become the exclusive property of the City of Miami Beach, and the title shall be vested unconditionally in the City of Miami Beach. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission authorize the City Of Miami Beach to accept a donation of an MRAP personnel transport vehicle from the City of Coral Gables, with an approximate value of$200,000. Morales, City Manager DATE: September 14, 2016 SUBJECT: A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE CITY OF MIAMI BEACH, ON BEHALF OF THE MIAMI BEACH POLICE DEPARTMENT, TO ACCEPT A DONATION OF AN MRAP PERSONNEL TRANSPORT VEHICLE FROM THE CITY OF CORAL GABLES, FLORIDA, WITH AN APPROXIMATE VALUE OF $200,000. RECOMMENDATION Adopt the Resolution. ANALYSIS The MRAP is designed as a safe transportation vehicle for personnel. It has various capabilities and can therefore be deployed during both natural and man-made disasters. In relation to the former, a similar vehicle was used by the Department of Homeland Security to rescue numerous people in New Orleans during Hurricane Isaac (28th - 29th August, 2012) which caused tidal surges up to twelve (12) feet. The MRAP has a very heavy pushing and towing capability, and can therefore be used to clear heavy debris from an area during, and after, extreme weather events. This is particularly important for the City of Miami Beach given its geographic location and propensity to flooding during king tides. In relation to man-made disasters, the recent tragic attack at the Pulse Nightclub in Orlando on Sunday, 12th June, 2016 demonstrated how important it is for law enforcement agencies to have the capability to move into active threat zones to address armed perpetrators. In the Pulse Nightclub attack, the SWAT team was able to use its SWAT vehicle to breach the premises to confront the attacker and to eliminate the threat. This capability was also demonstrated in the Planned Parenthood attack in Colorado Springs, on 27th November, 2015, when the SWAT team used the same type of vehicle to forcibly enter the premises, to rescue hostages and to bring the incident to an end. The Miami Beach Police Department (MBPD) does not currently have the capability highlighted above. Presently, the MBPD would need to rely on either the City of Miami Police Department or the Miami-Dade Police Department to take on the task of driving into a flooded area or high threat zone. The MBPD estimates that it would take an hour or more to deploy such a vehicle from the mainland. This delay would result in considerable vulnerability to our citizens, our visitors and police officers. The City of Coral Gables Police Department previously received two (2) MRAP Personnel Page 398 of 2277 Transport Vehicles through the Defense Logistics Agency 1033 program, and has graciously offered to donate one of them to the MBPD. The cost of this vehicle new would be $500,000 - $1,000,000. The vehicle to be donated is in excellent condition and has less than 20 miles on the odometer. The MRAP will provide the MBPD with an additional capability to undertake search and rescue operations, and also to tackle armed perpetrators. This will increase the safety and security of the City of Miami Beach. The vehicle is consistent with best practices in policing, and the MBPD will develop a strict policy governing its deployment. It will become the exclusive property of the City, and the title shall be vested unconditionally in the City. CONCLUSION The acceptance of the donation will significantly increase the safety and security of the City of Miami Beach.
