2016-29562 Reso RESOLUTION NO. 2016-29562 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, SUPPORTING THE IMMEDIATE IMPLEMETATION OF THE UNIVERSITY OF MIAMI BIKESAFE PROGRAM IN MIAMI BEACH FEEDER PATTERN PUBLIC SCHOOLS. WHEREAS, each year, an alarming number of cyclists under the age of 14 are severely injured or killed in Miami-Dade County in bicyclists-hit-by-car incidents; and WHEREAS, these incidents are preventable through education programs such as the University of Miami BikeSafe Program; and WHEREAS, the University of Miami has developed a BikeSafe Program to decrease the number of children injured as cyclists, improve pediatric bicycle safety, increase youth physical activity levels by encouraging cycling to and from schools, and improve the bikeability of school areas; and WHEREAS, the University of Miami BikeSafe Program includes a 4 to 5 day school curriculum that is taught to physical education teachers who then implement the curriculum in their respective schools; and WHEREAS, the BikeSafe curriculum includes training in bike basics, bike ride preparations, the rules of riding, riding skills, off-bike safety, and on-bike education; and WHEREAS, in addition to its safety curriculum, BikeSafe's activities include bike safety promotion events such as bike to school rides and bike rodeos, and BikeSafe has partnered with the children's program at Miami-Dade County's Department of Parks, Recreation, and Open Spaces; and WHEREAS, the BikeSafe Program supports the City's Education Compact outcome to improve safety and perceptions of safety at schools in the City and also supports the City's key intended outcome to achieve K-12 education excellence; and WHEREAS, in the best interest of the City's youth and the public health, safety, and welfare, the Mayor and City Commission of the City of Miami Beach support the immediate implementation of the University of Miami BikeSafe Program in Miami Beach feeder pattern public schools. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby support the immediate implementation of the University of Miami BikeSafe Program in Miami Beach feeder pattern public schools. Principal/AP approval 2. Distribute and complete "Safe Routes to School Student Travel Tallies" in the beginning and end of the school year. BikeSafe will provide printed copies for distribution to each home room across the school along with instructions for the homeroom teacher to complete. We collect them from the school and compile the data which will be made available to the school. Provides accurate snapshot of school transportation methods.This will also be very helpful to the City to see if the Ciclovias are having an impact. 3.Train PE teacher on BikeSafe Curriculum.This can be done in-person or the PE teacher can complete our online training. http://kidzneurosciencecenter.com/bikesafe-training/ 4. PE teacher implements the BikeSafe Curriculum in PE classroom. The curriculum consists of four, 35-50 minute lessons. We strongly encourage that the lessons are taught in successive order since this was how the curriculum was design and evaluated.
