SUBJECT: Evaluation Committee Relative to Request for Proposals (RFP) No. 2016-199-KB, for Design,
Build, Operation, and Maintenance Services for an Intelligent Transportation (ITS) and Smart
Parking System (SPS)
The purpose of this LTC is to update the Mayor and City Commission on the status of Request for Proposals
(RFP) No. 2016-199-KB, which seeks to establish an agreement with a qualified firm(s) for,design, build,
operation, and maintenance services for an intelligent transportation(ITS)and smart parking system (SPS).
The City received proposals pursuant to this RFP on Wednesday, November 23, 2016. The responsive
proposals will be reviewed by the Evaluation Committee in accordance with the criteria established in the RFP.
I am considering appointing the following individuals to serve on the Evaluation Committee:
• Darlene M. Fernandez, Assistant Director, Miami-Dade Department of Transportation and Public
Works, Miami-Dade County
• Josiel Ferrer-Diaz, Transportation Manager, Transportation Department, City of Miami Beach
• Saul Frances, Director, Parking Department, City of Miami Beach
• Omar M. Meitin, P.E., District Traffic Operations Engineer, Florida Department of Transportation
• Ariel Sosa, Director, IT Department, City of Miami Beach
I am also considering the following individuals as alternates:
• Frank Aira, P.E., Chief,Traffic Signals and Signs Division Miami-Dade Department of Transportation
and Public Works, Miami-Dade
• Monica Beltran, Assistant Director, Parking Department, City of Miami Beach
