A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI
BEACH, FLORIDA, REVISING AND SETTING THE CONTRIBUTION RATES FOR THE
CITY OF MIAMI BEACH TREE PRESERVATION TRUST FUND.
WHEREAS, part of the City's regulatory responsibility is to charge fees and set contribution rates
for the various applications, permits, and reviews necessary to run the Tree Preservation Permitting
Program; and
WHEREAS, it is in the best interest of the City to revise and set the Tree Preservation Trust Fund
contribution rates by resolution of the City Commission allowing for increased flexibility to adjust the rates
as necessary to reflect current market conditions and actual costs; and
WHEREAS, in discussions with Miami-Dade County it was revealed that they are having a
difficult time covering costs with the current Tree Trust Fund contribution schedule. Based on an analysis
of the actual costs for installation of a new tree including labor, delivery, and supply it was determined that
the City's Tree Preservation Trust Fund rates would need to be considerably more than the amounts
currently charged by Miami-Dade County to provide similar services; and
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND THE CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, hereby set and adopt the recommended Tree Preservation
Trust Fund rates of $240/100 square feet for Non-Specimen trees and $350/100 square feet for
Specimen trees. /�

SUBJECT: A RESOLUTION Of THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, REVISING AND SETTING THE CONTRIBUTION
RATES FOR THE CITY OF MIAMI BEACH TREE PRESERVATION TRUST FUND.
RECOMMENDATION
In June 2015, the City assumed responsibility for the County tree permitting program in order to
better service our residents and businesses and ensure mitigation occurs within our City. Part of the
City's regulatory responsibility is to charge fees and set rates for the various applications, permits,
and reviews necessary to run the Tree Preservation Permitting Program. The City has evaluated
these rates and fees to ensure that current market conditions and costs are incorporated. In order to
more accurately reflect the current costs for installing replacement trees and ensure additional
flexibility for future cost fluctuation, the administration recommends revising and setting the
contribution rates for the Tree Preservation Trust Fund by resolution.
ANALYSIS
The Urban Forestry Division of the Environment and Sustainability Department manages the
Tree Preservation Permitting Program which receives and processes applications for tree
removals and relocations of trees within the City. In situations where mitigation canopy is
required and insufficient space is available onsite or offsite, a monetary contribution to the City
Tree Preservation Trust Fund in lieu of canopy mitigation is permissible.
The current Tree Trust Fund rate language was adopted from Miami-Dade County code and
does not reflect current market conditions. The average cost for installation of a single
replacement tree (300 square feet canopy credit) is $564.00 as follows:

The tree trust fund contribution chart in Chapter 46 of the City Code will be eliminated and
replaced with language allowing the tree trust fund contribution rate to be set by a resolution of
the City Commission. This will add much needed flexibility as labor, supply, installation and
delivery costs for tree installations can fluctuate rapidly. The proposed rate schedule is as
follows:
