SECTION2DECLARATIONOFPURPOSEWHEREASbytheprovisionsofChapter9837No719SpecialLawsofFlorida1923authorityisconferredupontheCityofMiamiBeachtoestablishdistrictsorzoneswithinitscorporatelimitsforthepurposeofregulatingtheuseoflandandbuildingstheheightofbuildingsthesizeofopenspacessurroundingbuildingsanddensityofpopulationandWHEREAStheCityCounciloftheCityofMiamiBeachdeemsitnecessaryinordertolessencongestioninthestreetstosecuresafetyfromfirepanicandotherdangerstopromotehealthandgeneralwelfaretoprovideadequatelightandairtopreventtheovercrowdingoflandtoavoidundueconcentrationofpopulationtofacilitatetheadequateprovisionsoftransportationwatersewerageschoolsparksandotherpublicrequirementstomakeandpromulgatesuchregulationswithreasonableconsiderationamongotherthingstothecharacterofthedistrictanditspeculiarsuitabilityforparticularusesandwithaviewtoconservingthevalueofbuildingsandencouragingthemostappropriateuseoflandthroughoutsaidCityinaccordancewithacomprehensiveplanNOWTHEREFOREBEITORDAINEDbytheCityCounciloftheCityofMiamiBeachFlorida21
