DATE: April 21, 2017 SUBJECT: Mayor's North Beach Committee The purpose of this Letter to the Commission (LTC) is to inform the Commission of the motions passed by the Mayor's North Beach Committee at their April 6, 2017 meeting. Members Present: Margueritte Ramos (Chair), Daniel Veitia, Betsy Perez, Brad Bonessi, Kirk Paskal, Carolina Jones, Nancy Liebman, Suzanne Torriente (non-voting member). 1) MOTION: In the spirit of honoring the bohemian soul of Miami Beach and providing an incubator for our entrepreneurs, the North Beach Committee motions to support the concept of a North Beach Yard on the West Lot site similar to Wynwood Yard. Motion Made By: Carolina Jones Motion Seconded By: Daniel Veitia Motion Passed: Votes 7-0 2) MOTION: Between Dickens and Abbott Avenues, expand the TC -1 zoning district boundaries north to 72nd Street to replace the existing TC -3(c) district boundaries. Motion Made By: Daniel Veitia Motion Seconded By: Carolina Jones Motion Passed: Votes 6-1 (Kirk Paskal opposed) 3) MOTION: Adopt the setback proposals from the 2014 Allan Shulman Town Center Massing Study. Motion Made By: Daniel Veitia Motion Seconded By: Carolina Jones Motion Passed: Votes 6-1 (Kirk Paskal opposed) 4) MOTION: Between Carlyle Avenue / Indian Creek Drive and Harding Avenue, expand the TC -1 zoning district boundaries south to 69th street to replace the existing TC -3 and TC -3(c) boundaries. As part of this TC -1 expansion, include a minimum required setback from 69th street of at least 50' for building height in excess of 4 stories / 45'. Motion Made By: Nancy Liebman Motion Seconded By: Kirk Paskal Motion Passed: Votes 7-0 6) MOTION: To consider the maximum FAR for any proposed increase within a particular district should be 3.5, with added FAR as a bonus that requires payment into a fund, otherwise the property remains at the current 2.5 FAR. Motion Made By: Daniel Veitia Motion Seconded By: Nancy Liebman Motion Passed: Votes 5-1 (Kirk Paskal opposed; Betsy Perez was absent from the room) 7) MOTION: That this Steering Committee request, prioritizing 72nd street parking lot, the City of Miami Beach to engage a multidisciplinary urban design firm on an expedited basis, to work with this Committee and the City to prepare a Detailed Urban Design for the Ocean Terrace Neighborhood, which shall explore and recommend specific urban design solutions and options from the 72nd Street parking lot, through Ocean Terrace, and up to Altos del Mar, and the Library site with an emphasis on a future pedestrian friendly Ocean Terrace Motion Made By: Brad Bonessi Motion Seconded By: Nancy Liebman Motion Passed: Votes 7-0 8) MOTION: To support the Finance and Citywide Projects Committee motions regarding the 72nd Street parking lot.
